The purpose of this job is to assign, assist in the supervision and direction of a major division involved in the installation and maintenance of infrastructure in the transportation operations division.

Examples Of Essential Duties:
Essential Duties and Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Administrative Duties: Assists in the overall management and operation of the daily activities of the assigned program area.

Assists in supervision and directs and evaluates assigned staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.

Assists in the monitoring the planning and scheduling of work orders assigned to the various maintenance and construction crews.

Assists in routine personnel functions such as interviewing job applicants, recommending new hires and terminations, initiating disciplinary actions and completing performance appraisal reports.

Develops training programs for departmental personnel. Plans daily and weekly work assignments for department personnel. Maintains a variety of departmental records, such as personnel, training, inventory, equipment need and status, etc.

Assists law department with information regarding liability cases as related to street maintenance.

Assists in the preparation of various types of reports in the performance of duties such as, installation budget report, monthly bureau report and community development report.

Assists in the activities of field personnel to ensure compliance with work assignments.

Assists in the coordination with other City departments for completion of special projects.

Supervises and directs the work of the Warehouse and Fleet Operations.

Identifies needs and prepares specifications for equipment and tools.

Acts in the absence of the Installation Chief.

When Assigned in Traffic Operations: Supervises and directs the work of electrician supervisors, electricians, traffic signal technicians, painters, semi-skilled workers and other support personnel in the installation, operation and maintenance of traffic signals, traffic signal systems, street lights, street light systems, and other related electrical equipment.

Assists in the design, installation and operation of traffic signal and street light systems.

Assists and directs the work of traffic service technicians and general trade workers with signs and markings. When Assigned in Street Operations Directs, manages and evaluates field maintenance installation activities as it relates to construction and upkeep of City streets by repairing potholes point repairs, sidewalks, bridges, and milling operations, resurfacing etc.

Typical Qualifications:
HS diploma or GED equivalent required, Associate’s Degree in Engineering or related field preferred and
Seven years experience in transportations operations required with two years of supervisory experience required
A current valid Georgia Commercials Drivers License, Class B required, Class A preferred.

Supplemental Information:
Traffic Operations: Has knowledge of the methods and practices involved in installing, maintaining and operating a wide variety of electrical systems, equipment and appliances and of standard testing devices. Has knowledge of faults in electrical wiring and of effective corrective measures. Has general knowledge of City electrical codes and ordinances. Ability to perform complex electrical system work. Street Operations: Has knowledge of the methods and practices involved in perform maintenance, repairs and construction of potholes point repairs, sidewalks, bridges, and milling operations, resurfacing etc. Has general knowledge of industry standards for performing work and is familiar with governing rules, regulations and requirements. General: Has knowledge of city policies and procedures as necessary in the completion of daily responsibilities. Ability to perform administrative tasks such as payroll, inventory, etc. Is able to develop and administer policies, procedures, plans and activities and monitor performance of subordinates against measured established goals. Ability to develop and administer operations and staff plans and objectives. Is able to effectively communicate and interact with subordinates, management, employees and members of the general public. I able to assemble information and make written reports and documents in a concise, clear and effective manner. Have good organizational, management, human relations, and technical skills. Is able to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. Is able to read, understand and interpret reports and related materials.
