Non-appropriated funds, renewable dependent upon funding availability, position to begin approximately March 2013.
Duties and Responsibilities

Work with DOE and UH personnel to collect and analyze data for reporting.

Prepare and submit requests to the UH Institutional Review Board and HIDOE to comply with policies and procedures regarding human subjects.

Design, develop, and maintain a project database of participating students and schools.

Analyze evaluation results, prepare reports and recommendations to improve program activities.

Present evaluation results and data analyses to a variety of audiences, stakeholders and partners, including performance reports to the U.S. Department of Education and other funders.

Review latest research and policy developments related to college access and communicate findings to staff and partners.

Review, update and design surveys and questionnaires to establish baseline data to evaluate program outcomes and educational indicators. Administer surveys and and analyze results. Ensure surveys are secure and destroyed after work is completed.

Work with staff of the State of Hawaii Department of Education and University of Hawaii to develop evaluation plans for Hawaii P-20 programs such as GEAR UP and College Access Challenge Grant.

Working with external evaluator, collect information and prepare the annual performance report and biennial report for GEAR UP Hawaii Project Director to submit to USDOE.

Minimum Qualifications

Possession of a baccalaureate degree in education, business administration, public administration or appropriate field from an accredited college or university and 3 years of progressively responsible professional experience with responsibilities for research and/or program review or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Considerable working knowledge of principles, practices and techniques in the areas of evaluation, research and data analysis as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with evaluation, research and data analysis.

Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

Demonstrated ability to operate a personal computer and apply word processing software.

For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Ability to understand and follow complex oral and written instructions.

Ability to communicate orally and by preparation of written reports.

Ability to analyze, interpret, and use sound logic and judgment in application of a variety of financial/administrative rules and regulations.

Ability to perform statistical analysis of data using software such as Excel, Access, SPSS, SAS.

Experience with evaluation design and activities, and survey administration.

Experience in preparing policy analysis and reports.

Experience in qualitative evaluation activities, e.g. conducting interviews with research subjects.

Desirable Qualifications

Experience interacting with federal and state education agencies, state legislators and federal program representatives.

Familiarity with GEAR UP or college access programs.

Experience working with Hawaii's educational institutions.

Experience in preparing and performing presentations to internal and external stakeholders.

Experience working with HIDOE and UH institutional research data.

Experience in preparing application for institutional review board approval with human studies committee.
