Job Description:
AMERICAN SYSTEMS has a new opening for a Instructional
Program Evaluation Specialist. If selected, you will
provide expertise to design, implement, support and
monitor processes and procedures for the client’s
evaluation program. You will assist the client’s staff
and faculty in developing and conducting branch and/or
course level evaluations including guidance in
developing evaluation instruments, evaluation procedures
and conducting data analysis. You will also be
responsible for completing both formative and summative
evaluations of individual instructional elements and
overall school-based programs, as required.
Must be a US citizen with the ability to obtain and
maintain a Department of Defense Secret level clearance.

Position responsibilities will include:
  • Providing expertise to design, support and monitor
processes and procedures for an evaluation program.
  • Being responsible for completing both formative and
summative evaluations of individual instructional
elements and overall school-based programs.
  • Working with staff, local and remote, branch chiefs,
course directors and instructors to plan and conduct all
aspects of required comprehensive formative and
summative evaluations.
  • Presenting periodic evaluation results in a suitable
report format to senior leadership and/or other members
of the leadership team, as appropriate.
  • Assuring appropriate processes and technologies are
implemented and followed to obtain a high-level of
confidence in program cost-benefit analyses.
  • Assisting staff and faculty in developing and
conducting branch and/or course level evaluations
including guidance in developing evaluation instruments,
evaluation procedures and conducting data analysis.
  • Reviewing professional literature on program evaluation
and report to appropriate staff members on findings
related to topics of interest to the client.
  • Demonstrating experience in developing formative and
summative evaluation programs for a wide range of
requirements.

Additional responsibilities:
  • Develop a framework to organize the evaluation,
construct/confirm a Program Logic Model, and specify the
questions the evaluation must answer.
  • Develop a research design, determine the type(s) of
research design needed to answer the evaluation
questions, select the data to be collected and develop a
data collection plan.
  • Select the analytical methods for answering the
evaluation questions, identify the information that will
go into the various evaluation reports, establish a
project Quality-Assurance review process, and develop
and publish a Program Evaluation Operations manual for
use by management.
  • Extensive experience designing assessments and surveys
using a variety of media.
  • Mastery in Microsoft Office and assessment/evaluation
software

Job Requirements:
Must be a US citizen with the ability to obtain and
maintain a Department of Defense Secret level clearance.
  • Master’s Degree in Education, Statistics, or other
related field.
  • At least 8 years applicable demonstrated experience
developing formative and summative evaluation programs
for a wide range of organizations.
  • Bachelor’s degree may be acceptable with demonstrated
experience in program evaluation
