Associates Degree

Under the direction of the Wyoming Institute of Population Health, provides consumers with quality information about health plans, Medicaid and other public programs available on the federal Insurance Marketplace, implemented under the Patient Protection and Affordable Care Act to facilitate enrollment in qualified health plans.


1. Explain eligibility, benefits, cost-sharing, and appeals processes to consumers

2. Assess client needs, identify appropriate resources, provide all necessary information to the client, and make contacts with other agencies on behalf of the client if necessary

3. Act in the interest of the consumer as their client, not the insurer

4. Attend resource-sharing meetings as assigned

5. Make appropriate follow-up calls to determine whether needs were met

6. Provide information to individuals and families in a way that can be understood, in a culturally sensitive manner, for those with low-proficiency English, and people with disabilities who have special communication needs

7. Effectively serve low-income, disadvantaged, and hard-to-reach populations

8. Maintain accurate and complete client data records by collecting all demographics

9. Help people understand how premium tax credits work, and their potential financial impact

10. Represent a diverse set of organizations and entities throughout the state in order to effectively serve the large number of people who will be eligible for insurance through the Exchange

11. Accurately record transaction information on all caller contacts

12. Responsible for reliable job attendance and punctuality

Must be able to work flexible schedule due to community events, disaster response or special projects
· Must have working knowledge about the Exchange, Medicaid and other public programs and the private insurance market in the state
· Knowledge of the health insurance industry and their products
· Knowledge of the state/local/federal social services agencies and programs
· Experience facilitating public meetings
· Bi-lingual preferred, but not required
· Highly developed organizational skills
· Extensive knowledge of and skill in using computer software, including Microsoft Office and database programs
· Skilled in operating various office equipment, particularly personal computers, calculator, facsimile, copy machine
· Ability to pay close attention to detail and coordinate various activities simultaneously (multi-task)
· Excellent grammar skills and good listening skills
· Ability to communicate with customers, co-workers, and business contacts in a courteous and professional manner at all times
· Ability to maintain high ethical standards and confidentiality
· Must have reliable transportation and liability insurance as required by the state
· Excellent interpersonal skills and ability to work on a team
· High initiative and ability to work with minimal supervision
· Travel is required including some overnight stays
Associates degree or Bachelor’s degree from an accredited institution of higher education
· Must pass the Federal Marketplace Navigator training within fifteen (15) workings days of hire
· Current valid Driver’s license
Three to five years of computer experience
· Minimum two years professional work experience in insurance industry
· Experience with database programs
· Bi-lingual a plus
