The Internal Auditor conducts internal audits of Housing Authority financial and operation practices/policies, and agency compliance with applicable federal, state, and local laws.
Audit work involving the conduct of internal audits of Housing Authority financial and operational practices/policies, and agency compliance with applicable federal, state, and local laws.
To investigate allegations of fraud, corruption and dishonesty by landlords and participants.
Serves as liaison with Miami Dade County’s Office of Compliance, the County’s OIG and the HUD OIG to assist them with investigations.
Prepares monthly and annual report for Miami Dade County.
Conducts interviews with suspects and witnesses, obtains evidence proving or disproving allegations and recommends administrative remedies.
Cooperates with governmental entities in criminal or civil cases.
Maintains accurate records of every case.
Analyze data obtained for evidence of deficiencies in controls, duplication of effort, extravagance, fraud, or lack of compliance with laws, government regulations, and management policies or procedures.
Conducts special studies for management such as those required to discover mechanics of detected fraud and to develop controls for fraud prevention.
Serve as liaison for all external audit entities.
Prepares reports of findings and recommendations for management.
Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS:
Bachelors’ degree in Communications, Social Services, Public Administration, related field or equivalent experience.
Experience with fraud investigations required.
Section 8 Housing Choice Voucher occupancy certification by Quadel within 60 days of hire.
Minimum of three years of progressively responsible experience working with the public in social services, housing programs or related field, preferably with low income populations.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the Housing Choice Voucher Program and the Miami Dade housing area
Ability to understand, interpret, apply and explain federal and agency policies, regulations, and procedures.
Demonstrated ability to work effectively with socio-economic and ethnically diverse populations
Ability to effectively communicate verbally, individually and in-groups, with internal contacts, tenants, property owners, and other external contacts as appropriate.
Ability to effectively deliver presentations to groups
Strong community outreach and training skills
Ability to effectively write letters, reports, procedures, maintain documentation and complete required forms.
Ability to compile and organize reports.
Strong interpersonal skills and ability to work effectively on a team
Ability to effectively perform with constant interruptions and to manage competing tasks
Ability to read, write, and speak English. Spanish language skills are a plus
