POSITION SUMMARY We have an immediate opening for an experienced International Program Management Director to manage a large scale, multi-year, international educational initiative that requires the coordination and deployment of learning solutions, programs, consulting and training services, as well as tracking and reporting of overall program and project status. The International Program Management Director will lead a cross-disciplinary team of professionals across countries, cultures, and languages.

The Director will be responsible for performing needs analysis and assessments, program and project management, licensing of curriculums and programs, and development and implementation of hiring plans to support achieving the goals of the organization within a defined budget. The Director will need to develop and use program metrics across the entire set of processes and workflows to continuously improve program delivery and outcomes. The Director will ensure iCarnegie ’s learning solutions are delivered on time and with the highest quality while meeting or exceeding the requirements of the client. This position will require up to 50% travel both domestically and internationally, with several weeks ’ travel possible at times.

ESSENTIAL DUTIES " RESPONSIBILITIES Perform the role of primary liaison with all stakeholders regarding project deliverables, project requirements, operational deployment, logistics and readiness. Provide project leadership, problem solving guidance, and business judgment to support strategic and tactical decisions and initiatives. Lead the effort to successfully recruit, hire, and manage the project team. Clearly communicates and reports on findings to senior management and other stakeholders.

Motivate colleagues and team to achieve aggressive goals and objectives Establish and implement short and long-term goals, objectives, policies and procedures. Coordinate activities that lead to well-defined scope and requirements specifications. Implement continuous evaluative workflows to determine degree of success and issue appropriate process improvement actions. Ensure quality control of project/program deliverables.

Ensure employees and business practices conform to country, regional and international standards, customs and regulations. Identify business opportunities that will allow to expand the relationship with client REQUIRED QUALIFICATIONS Master ’s degree in science, education, management, or related fields of study 10-15 years of experience deploying large scale educational programs internationally Well versed with the Russian language Proven people management skills, particularly across cultures Demonstrated program management skills with customer-centric focus Capability to balance efficiency, effectiveness, and deliver results on time, every time Flexible, adaptable problem solver and independent critical thinker who can quickly grasp and analyze complex situations for effective decision making. Self-starter who thrives in a rapidly changing industry; tolerates ambiguity and demonstrates problem-solving leadership. Demonstrated expertise with development of process maps, cross-functional scope requirements definition, and metrics, collection and reporting.

A customer-centric focus with the ability to balance efficiency, effectiveness, and deliver on results DESIRABLE QUALIFICATIONS Excellent communication skills (written and verbal) including fluency in both English and Russian Experience in managing projects in the Russian Federation Extensive experience with deployment of university and primary/secondary school programs MBA or Masters in International Studies, with undergrad in sciences or PhD in higher education administration RELATED KNOWLEDGE, SKILLS " ABILITIES In-depth and applied program management and program systems knowledge. Demonstrable successful experience deploying and implementing global learning programs. Able to work effectively with geographically-dispersed teams LOCATION Pittsburgh, Pennsylvania TRAVEL Up to 50% travel both domestically and internationally, with several weeks ’ travel possible at times.
