ICF seeks a Technical Specialist to join the Program Implementation and Technical Assistance Unit of the Center for Design and Research in Sustainability (CEDARS) ( http://www.cedarscenter.com/ ). CEDARS pursues excellence in planning and measuring sustainability in health and social development initiatives. This position will report to a Senior CEDARS Fellow and work with the larger CEDARS team on a broad range of projects, but will initially focus on the monitoring and evaluation of the ongoing transition of PEPFAR country programs to local ownership and of the relevant local capacity development efforts.
Lead substantial components of ongoing projects or serve as Country Lead, providing technical and managerial direction for relevant project work, notably PEPFAR work, as in other public health sectors.
Represent ICF and liaise with clients (both US-based and abroad), in-country government counterparts, such as the Ministry of Health, and other local partners.
Manage implementation of in-country activities and lead development of technical documents, including conceptual frameworks, data collection instruments for M&E, indicator reference guides, data collection manuals and training curricula, reports, publications, etc.
Manage and supervise in-country consultants/partners, as necessary.
Build national capacity by conducting training/s and leading country level activities such as pilot data collection and analysis activities
Supports M&E and Strategic Information functions and capacity building
Implement different types of assessments carried out by the CEDARS+ team, from organizational assessments to assessments of national ownership and sustainability assessments.
Contribute and at times lead proposal development and write technical sections of proposals
International travel up to 35% of the time to lead implementation of activities and provide technical assistance in-country, as necessary.
We are looking for candidates with the following qualifications:
MPH or Master's degree in International development, public health, social sciences or related field
8-10 years of experience, with substantial international program implementation experience including in-country (resident) experience in Africa, Middle East or Asia.
Fluency in French (able to converse and read / write technical documents) is required
Strong familiarity or direct experience with PEPFAR programs and monitoring indicators
Experience with capacity development and its monitoring at organizational and health system level
Strong grasp of health information systems, particularly at community, facility, or sub-national level
Experience with proposal development
Very strong team player, able to work in a matrixed organization, yet able to work independently with little supervision
Proven experience in monitoring and evaluation of public health programs, including development of M&E plans, operationalization of indicators, data collection, and qualitative and quantitative research and analysis, including for example formative research, needs assessments, organizational/institutional capacity assessments, etc.
Strong analytical skills and capacity to think critically
in program management
Strong writer, and proven ability to communicate clearly to diverse audiences
