Financial Intelligence Unit (FIU) Investigator will execute investigations based on Client On-boarding; Maintenance; Transaction Monitoring referrals; Government sources and Referrals from business partners and other control areas.

In addition, the FIU is responsible for filing SARs and recommend relationship retention or termination, and track account closures as required. This team works closely with the AML Partners (Operations, Corporate Security, Legal Counsel, and Law Enforcement) throughout the duration of an investigation.

The investigator is responsible for supporting on-going calibration and tuning exercises. Additionally, the
investigator will be responsible for validating newly generated Mantas Monitoring alerts. Conducts internal and external investigations to include check fraud, debit card fraud, new account fraud, kiting, Identity Theft, avoidance of government reporting and all other investigations as assigned.

Additionally the investigator is responsible for investigating allegations involving employees, third parties and vendors. Perform sales practice related investigations involving agents or brokers appointed to sell the firm's financial services products. Must partner with local, state and federal law enforcement to file cases and pursue fraud perpetrators on behalf of the firm.

Assist in the culture and practice of Financial Crimes Risk management.

Investigations
  • Prepare case files if needed (e.g., media search results, copies of statements/check, results from internal system searches, etc.)
  • Review and investigate suspicious activity as derived from the variety of reports. - Investigate
    assigned cases at various risk levels as an expert analyst and interviewer.
  • Document results of investigations on case management system and meets reporting requirements of both internal and external entities.
  • Accurately identify and record all financial impact for cases worked in the case management system
  • Review new fraud claims and explore any potential recovery opportunities to minimize net losses.
  • Investigates and completes cases by conducting interviews and gathering evidence.
  • Conduct interviews of a highly sensitive nature with customers, advisors and employees to determine facts and obtain statements.
  • Responsible for performing complex investigations related to potential losses and/or suspected criminal activity. Retain case documentation and provide analysis of findings in written format
  • Research, analyze and investigate potential criminal activity.
  • Investigate circumstances related to customer claims that represent a potential loss, loss and/or fraud activity.
  • Investigate suspicious activity involving suspected money laundering or structuring of financial transactions to avoid government reporting requirements.
  • Prepare and thoroughly document factual and impartial findings in a timely and professional manner.
  • Execute investigations based on:
- Client On-boarding and Maintenance and Transaction monitoring referrals

- Government sources (e.g., subpoenas, NSLs, 314(a))

- Referrals from business partners and other control areas Liaise with Corporate Security
  • Ensure that all investigations are handled in an efficient and timely manner to meet all
    regulatory guidelines and requirements.
  • Maintain daily and monthly performance standards, including those pertaining to Quality, Productivity and Recovery.

Working
with law enforcement

  • Develop contacts with federal, state and local law enforcement agencies and peers at other financial institutions to facilitate investigations.
  • Serve as a liaison with relevant law enforcement authorities and peer institutions in relation to
    Financial intelligence Unit matters
Reporting
and procedures

  • As needed prepare required reports including Suspicious Activity Reports (SARs), in accordance with regulations and time limitations
  • Approve escalated recommendations to file SARs and recommendations of relationship retention or termination, and track account closures as required
  • Perform SAR maintenance and quality assessments
  • Compile data, and maintain necessary records and files to assure efficient and consistent reporting of investigations.
  • Suggest revisions to policies and procedures to facilitate loss prevention and recommends enhancements to protect and safeguard the firm’s clients, employees and financial advisors.
  • Responsible for supporting on-going calibration and tuning exercises.
  • Validate newly generated Mantas Monitoring alerts.
  • Thorough understanding of industry data trends/standards related to online and check fraud

Training
  • Identify, create, and complete AML and fraud training for various lines of business as requested by your manager.
  • Conduct proactive training of personnel to ensure compliance with regulatory requirements and awareness of the Firm’s policies.
Technical skills:
  • Thorough understanding of industry data security trends/standards related to Fraud
    Prevention.
  • Basic knowledge of Microsoft operating systems
  • Experience with tools used for aggregating and analyzing large amounts of data using tools
    like Excel, Access, etc.

Qualifications:
  • MUST have 2+ years of broker dealer, AML or Fraud compliance, legal, regulatory or law enforcement experience
  • MUST have experience as an AML or Fraud investigator in a surveillance monitoring capacity
  • Experience with Mantas or Actimize is a PLUS
  • MUST have knowledge of the USA Patriot Act, Bank Secrecy Act and AML principles
  • MUST have excellent analytical, judgment and research skills
  • Knowledge of criminal and civil justice systems.
  • Ability to alter workflow to create and pursue leads that would support a fraud case.
  • Ability to work to tight timelines when necessary.
  • Self-motivated, quick learner
  • Attention to detail, understands importance of accuracy and responsiveness
  • Strong organization and work prioritization skills
  • Proven ability to work independently and must have strong written and verbal communication skills.
  • Ability to maintain confidentiality and handle complex investigations in a sensitive manner
  • Strong team working skills
  • PC skills and experience with various database search systems. Professional certification desirable CISSP, CISA, CAMS or CFE
  • Strong understanding of brokerage operations, policies and procedures, systems and operating rules
  • Thorough knowledge of investigative techniques, evidence gathering and demonstrated interview skills. Hands on experience with state and federal criminal justice systems and rules
    of evidence. Complete understanding of brokerage regulatory and compliance issues.
  • Prior work experience in a financial institution with job specific work experience in AML or Fraud
  • Experience in reviewing and approving Know-Your-Customer files
  • Experience in investigating customer transactions and reviewing customer information
  • Experience creating and filing Suspicious Activity Reports (SAR) reports
  • Strong research skills, advanced skills in the use of Microsoft Word, Excel, Outlook,
    and experience with the Internet and on-line research systems.
  • Reid or Wicklander interview training is helpful.
  • This position requires previous financial crime/fraud or risk management experience.
  • Ability to identify control gaps through
    interaction with the investigative staff and recommend remediation strategies
    on a regular basis.
