As an IT Specialist you will:
Represent the agency on interagency work groups established to develop governmentwide IT systems analysis initiatives and solutions to critical issues.
Negotiate for the acceptance of agency positions on key governmentwide systems analysis initiatives.
Develop guidelines for implementing broad governmentwide directives.
Align agency internal business practices with governmentwide regulations and policies.
Lead the evaluation of agency missions, goals, plans, programs, and business processes to develop an enterprise IT architecture plan for the agency.
Conduct continuing evaluations of agency business needs to ensure that IT architecture plans are aligned with those needs and that the current and planned IT infrastructure supports the architecture plan.
Develop plans and strategies to modify the IT infrastructure to support short and long-range agency goals, objectives, and plans.
Evaluate, select, and advise others on the application of architecture modeling tool sets used to document, maintain, and enhance the architectural planning process.
QUALIFICATIONS/ELIGIBILITY REQUIREMENTS : You must meet the following eligibility and basic qualification requirements by the closing date of this announcement
BASIC REQUIREMENTS(GS-15 Level): To be eligible for this position, you must have at least one year of specialized experience equivalent to the next lower grade level in the Federal Government. To be qualifying, your experience must be sufficient to demonstrate accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position being filled. This knowledge would generally include assignments where you analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, which included considering system interrelationships, operating mode, system software, and/or equipment configuration. Examples of qualifying experience would include those assignments which demonstrate planning and coordinating agency-wide implementations of process improvement methods and concepts to improve the quality of software products; Serving as the principal advocate within the agency for the application of process improvement concepts and practices; and Consulting with senior specialists and IT managers throughout the agency in the implementation of process improvement practices.
In addition to the above, to be eligible for this position, at this grade level, applicant must have experience in Requirements Management and/or designing, building & integrating mission critical systems in an environment of interdependent systems that integrate the business requirements from an existing system to a new system. Need ALC, Cobol, C/C++, Java, Linux, Unix, Windows, Oracle, DB2, & interfacing mechanisms. Need SDLC methodologies (Waterfall, Iterative, Agile), create traceability matrix, & implement software development standards. Must lead all phases of large scale IT projects using project mgmt disciplines, Enterprise lifecycle methods, create & maintain WBS, & collaborate with external regulatory & cross functional stakeholders.
