The College Board, the national educational organization, is conducting a search for an Item Bank Manager who will manage all aspects of the College Board’s assessment development Item Bank. This position reports to a vice president and can be resident in one of our College Board offices with primary locations being New York City and Newtown, PA.

POSITION SUMMARY

This position is responsible for managing, documenting, integrating, enhancing, and promoting critical, complex data resources that accurately store item bank resources including text, graphics, metadata, statistics, and other data. This position ensures the successful oversight of the entire item banking process for College Board.

This position also assures delivery of data and files that must be quality assured for file integrity and merged into contractor processes and with internal staff processes (e.g. test administration, test development, test assembly, and psychometrics) to produce professional-quality reports, item presentations, item data, and item statistics.

This position is responsible for data management, approving and scheduling item banking system changes, managing item life cycles for all assessment programs, and for assuring that any development or maintenance activities on the Item Bank will maintain the educational appropriateness of all assessment programs maintained in the bank.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES

Management of Item Bank data, resources, and assets

Serves as the item banking data specialist serving the College Board to manage, import, and export all item banking items and data, including:

Item graphics

Item audio/video

Item text

Item metadata

Item statistics

Item usage history

Test form maps

Test form statistics

Test form metadata

Develop requirements for data integrity and constraints to be used for the item bank.

Coordinate data exchange and reporting protocols with item bank data used by other work units, Divisions, Departments, and/or external entities.

Manage the creation, implementation, and coordination of the item authoring work flow process.

Manage the creation, implementation, and coordination of routine inquiries that allow development staff to monitor developmental work.

Provide requirements for, approve and coordinate system development work activities as related to item bank management.

Coordinate use and load schedules across all programs needing item bank services.

Serve as the primary contact for all item bank related inquiries and fulfill these requests by querying the item bank.

Coordinate item data exchange with all other necessary College Board systems.

Provide user support for customized data imports, exports, and ad-hoc queries.

Develop customized routines for importing data and item bank resources where necessary.

Develop customized routines for exporting data and item bank resources where necessary.

Develop customized queries for reports requested on an ad hoc basis by item bank users (e.g. test development, item developers, psychometrics, management, finance, and test administration).

Management of item bank development and maintenance requirements, processes, and schedules

Oversees and participates in all item bank development activities with College Board staff and contractors.

Manage and facilitates requirements gathering meetings for initial development and any enhancements to the item bank.

Monitors the progress and schedules for any item bank development and maintenance activities.

Monitors item bank usage and needs of item bank clients (e.g. test development, test administration, reporting, psychometrics) to identify and/or anticipate needed improvements to the item bank.

Oversee continuous improvement efforts for the operation and maintenance of the item bank.

Develop automated routines for checking initial test map accuracy.

Remain current on new and emerging technologies that may threaten or enhance the security, functionality, and utility of the item bank.

Maintain knowledge of current metadata standards, tools, and practices as applicable to the item bank.

Maintain knowledge of proper data design and current data modeling tools and techniques applicable to the item bank.

Maintain knowledge of current security issues as related to the item bank.

Maintain general knowledge of current methods and equipment used within Assessment Development and Research.

MINIMUM QUALIFICATIONS

Education/Experience

Bachelor’s degree or the equivalent education and a minimum of 5 to 7 years of related experience in the field of technology and systems are required. Experience must include a minimum of 3 years of professional experience with project management and systems development methodologies, preferably in an educational setting related to large-scale testing or accountability systems. At least 1 year of experience in large-scale assessment is required.

Experience in planning, managing, controlling, and delivering complex projects on time, within budget, and to the satisfaction of multiple audiences.

Related Skills and Other Requirements

Thorough knowledge of project management and systems development methodologies and standards and industry best practices.

Knowledge of advanced principles, theories, and techniques of information system analysis and design.

Ability to collaborate and communicate with others, both verbally and in writing. Ability to work in a team environment involving multiple organizations, project schedules, and competing priorities.

Ability to resolve conflicting high-priority requirements.

Expertise in leadership of complex applications related to large-scale testing programs.

Successful collaboration with technology projects and multiple contractors.
