Journeyman Lineman duties include construction and maintenance of overhead and underground transmission and distribution systems. Direct responsibility for completing assigned work in a safe and efficient manner and for the general condition of trucks, special equipment and tools.
JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position. # EF/SF % of Time Job Functions
1. EF 85% Must efficiently construct all phases of overhead and underground line work according to District line construction standards and practices; must know and understand District operating instructions.
2. EF 10% Understand WAC 45 and OSHA 1910.269 rules and be responsible for tools and equipment needed to install and maintain the District's electrical system. This responsibility may include purchasing and inventory of new equipment, tools, and learning new technology.
3. EF 5% Will be required to fill-in as Temporary Foreman on an as-needed basis.
4. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
5. EF Ongoing Is required to drive a motorized vehicle while conducting business on behalf of the District.

High School diploma or general education degree (GED). Some College or Technical training preferred. Applicant must have completed a JATC or NJATC lineman apprenticeship school and have a valid lineman card through the IBEW union.
Must have experience in line construction and maintenance, and be proficient in using tools and equipment of the trade on energized and de-energized systems. Must have a working knowledge of the fundamentals of electricity as pertains to utility systems.
Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Candidate must be proficient in reading, writing and speaking English. Ability to communicate effectively with others; ability to use or learn to use desktop or laptop computers. Ability to operate all line equipment including, line trucks, bucket trucks, backhoes, and wire pulling equipment safely and proficiently. Ability to develop and maintain a working knowledge and comply with District safety procedures in accordance with applicable statutes, regulations, policies, practices and procedures. Must maintain a current flagging certification. Must maintain valid First Aid and CPR certification cards. Must maintain Forklift Certification for Forklift class 4&5 and Lift Code 3&4.

Must work in varied outdoor environments such as all weather conditions, all noise levels, hazardous conditions, and on a full range of outdoor work surfaces. Must consistently use required protective clothing and/or all personal devices.

A valid driver's license is required for this position (verified upon hire). A valid Washington State driver's license is required within 30 days of employment. Required to possess and maintain a valid Washington State Commercial Driver's License (CDL) with the air brake restriction removed. If a CDL is required or is requested by the District on a voluntary basis, the individual will be subject to the applicable federal regulations, which include random drug testing.
Pursuant to the North American Electric Reliability Corporation (NERC) standards, Chelan County Public Utility District #1 conducts background screening of personnel who have access to the District's critical physical and/or cyber assets.
