Junior Asset Accounting Manager

Position Summary:

The primary purpose of this position is to assist the Controller and Senior Asset Accounting Manager in overseeing Charter Oak Communities’ (COC) Asset-based Financial Management Model, including, but not limited to cash management, budgeting, financial reporting and inter-fund accounting. This position, under the guidance of the Controller and Senior Asset Accounting Manager, produces asset-based management reports that are compliant with all regulations of the U.S. Department of Housing and Urban Development (“HUD”), Connecticut Housing Finance Authority (“CHFA”) and Generally Accepted Accounting Principles (“GAAP”).

All activities must support COC’s strategic goals and objectives and produce results that accomplish the goals of the Accounting Department.

Essential Duties and Responsibilities (include but are not limited to):

  • Assists in daily financial management activities and budgetary operations and processes.
  • Analyses, prepares and generates supporting reconciliation schedules for journal vouchers for accounts payable, payroll, management fees, front line fees, etc.
  • Produces and/or coordinates monthly, quarterly, year-end reports and closings.
  • Generates and reviews budgets with property and program mangers, provides analyses for their use and planning, and coordinating/recommending budget revisions to management.
  • System administrator for payroll system.
  • Produces and/or coordinates all internal and external financial reporting activities and schedules.
  • Prepares for approval the Annual Operating Subsidy requests for public housing. Makes budget projections for this revenue source and track actual activity against budget assumptions.
  • Assists in the development, analysis, and review of organizational and operational systems, practices and procedures to eliminate impediments to operations, to recognize duplication of functions, to identify under-utilization of resources and to improve administrative processes and controls.
  • Assumes other responsibilities as required to assure the effectiveness and efficiency of all budget and funding responsibilities for COC.

  • Ability to work extended hours, as needed.

Supervisory Responsibilities:
May oversee staff, as necessary.

Minimum Education/Experience Requirements:
Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Finance, Business Management, or a related discipline is mandatory. In addition, a minimum of one (1) year of accounting experience is required.

Additional Requirements:
Microsoft Excel, Word and Outlook proficiency. Exams may be administered which will assess competency level in accordance with position description criteria.
