Candidate will be required to support the proposal development process by being a part of the Oceus Networks Bid and Proposal organization, and through interaction with Oceus Networks Operational entities and team members. Candidate will oversee the initiation, development, completion, and timely delivery of responses to RFPs, RFIs, etc. following the Oceus Networks process, and develop associated products such as statements of capabilities, white papers, etc. Provide proposal support to local and remote internal customers on requests or solicitations issued. Develop compliance matrices, outlines, proposal schedule/calendar, and proposal templates. Manage development of proposal content to ensure compliance with requirements. Lead/support color reviews (pink, red, gold, etc.). Provide desktop publishing, editing, and formatting for volumes as needed.

In addition to proposal management, candidate will be responsible for:

Reviewing and evaluating RFPs and other solicitation documents

Providing proposal level of effort estimates

Providing writing support on proposal efforts to include working on past performance write-ups, resumes, corporate descriptions, and proofing/editing of proposal text

Working on past performance and resumes will require interviewing of project staff including program/project managers

Working on past performance write-ups will require interface with Contracts to compile contractual information on projects/contracts

Supporting development and refinement of templates and standardized processes to streamline proposal development

Supporting past performance requests and other data calls.

Required Skills
  • Proven ability to analyze RFP requirements, and synthesize information to support development of win themes and value propositions
  • Candidate must be an excellent writer and possess proofreading and editing skills
  • Capable of professional interaction across all levels of personnel, including executive leadership, former military personnel, external partners, and technical subject matter experts
  • Capable of working under tight deadlines, with the flexibility to work on several projects concurrently
  • Candidate must indicate willingness and ability to occasionally work beyond normal business hours in order to accomplish timely proposal submissions
  • Strong organizational, problem-solving, and decision-making abilities
  • Candidate must demonstrate attention to detail and possess excellent time and resource management skills
  • Must be highly computer literate and proficient in using Microsoft Office applications (Word, Excel, and PowerPoint), especially Word, to produce a variety of materials
  • Ability to motivate a diverse team and direct team efforts
  • Candidate must possess excellent written and oral presentation skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner
  • Excellent proposal management skills to facilitate results across functional groups and organizations, including geographically dispersed organizations, and across many types of professions
  • Proactive, customer focused, team player, good communicator, customer-service oriented
Required Experience

Bachelor's degree compatible with job responsibilities and requirements and at least 2 years experience in a proposal management position with responsibilities for writing, managing, and preparing proposals, or an Associates degree with at least 5 years experience in a proposal management position

Demonstrated experience implementing and executing Shipley-based proposal development processes

Active Secret clearance or ability to obtain a clearance
