Will report directly to the Vice President for Engineering Technology & Field Operations and be responsible for technical oversight of the 12 “super systems” which make up the USAF East & West Launch & Test Range Systems (LTRS). The LTRS Integrated Support Contract (LISC) consolidates the Operation & Maintenance of these systems with depot level maintenance & sustaining engineering. Work with the LISC Operations Director & share resources supporting the Chief Engineer’s role to sustain LTRS’ technical integrity while providing support of routine maint., launch ops planning & launch support. The LTRS will “evolve” through projects that will both sustain & improve systems performance. Expected to lead the selection, integration & implementation of projects consistent with customer direction & accomplish this with minimal interference to launch operations. Expected to work through a lead engineer on the West & East Ranges to implement common practices, metrics & synergies to sustain acceptable performance, “no doubt” mission assurance & cost efficiencies.

Job Requirements: · Lead systems engineering, design, integration, installation & certification
· Establish vision/goals, set technical agenda & lead a distributed technical team
· Review customer requirements/issues & translate into technical solutions
· Establish & review technical performance measures
· Develop & maintain the LTRS technical baseline
· Provide technical leadership to pass milestones such as PDR & CDR
· Work with partner companies to identify issues & develop solutions
· Adjudicate technical design & architecture decisions
· Review program planning/technical documents & CDRLs for technical compliance
· Assist in developing contract changes to further the best interests of the customer & partnership
Required Skills: · Background in Hardware & Software design, development, test & certification
· Systems engineering experience with integration of systems of systems
· Presentation & proposal skills
· Experience in Mission Control, Launch System Range Experience, or Launch systems design development experience
· 12 years engineering experience with extensive knowledge of radar & RF telemetry systems, system architectures, system demonstration & prototyping & system level trade studies
· Experience with oversight of multiple concurrent projects
· Hands on project mgmt experience
· Have a Top Secret/SSBI Clearance, clearable to TS/SCI
· Willing to relocate to a LISC customer location upon contract award
· Work well in teams placing the goals of the customer ahead of the functional goals/priorities
Required Education: · BS in Science, Math, or Engineering. MS preferred.
Desired Skills: · Understand DIACAP & IA systems requirements for the USAF
· Understand IT, data handling, configuration control, change mgmt & performance base logistics
· Ability to prepare, review & deliver executive level technical presentations
· Experience with DoD customer interfaces
· Proven track record with customers & associate contractor executives & technical leadership.
· Proven track record of successful system development from concept exploration through deployment
· Experience leading engineering organization of at least 500 people including engineers from partner/suppliers
· Knowledge of Raytheon engineering organization
· Social network connectivity to be able to identify& pull on technical skills from RTSC & other Raytheon business units when required

Colorado Springs, CO; Vandenberg, CA; El Segundo, CA; or Cape Canaveral, FL
