        This position is located in the NCUA, Office of the Human Resources (OHR). The incumbent has primary responsibility for the NCUA Recruitment and Placement operating programs and serves as Team Lead to HR Specialist (staffing, classification and pay) and HR Assistants. Additionally, the incumbent provides input into strategic workforce plans.

      • Provides expert advisory services and guidance on all aspects of staffing, classification, and pay.
      • Develops and implements agency policy, guidance and instructions related to recruitment and placement matters.
      • Serves as Staffing Program Manager.
      • Manages the recruitment budget, schedules job fairs, develops and recommends promotional materials, websites with emphasis on diversity.
      • Assists team members in organizing and accomplishing work.
      • Develops proposals for new policies, presentations and briefings.

      • QUALIFICATIONS REQUIRED: To qualify at the grade CU/GS-14, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the CU/GS-13 level in the Federal service (obtained in either the public or private sectors). This experience m ust include the following activities: 1) Applying recruitment and placement principles, regulations and practices; 2) Classifying position and developing evaluation statements; 3) Serving as a HR consultant providing advice and guidance to employees and managers; 4) Providing guidance and reviewing work of other HR professionals; 5) Proficient in using automated HR systems; and 6) Collecting and analyzing HR data.

        KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
        • Knowledge of a wide range of staffing, classification, and pay concepts and practices.
        • Ability to research and provide staffing and placement advice to top agency officials related to HR policy.
        • Skill in applying a wide range of advanced staffing and placement concepts and practices.
        • Skill in applying analytical techniques to project future staffing needs and establish goals for meeting those needs.
        • Ability to motivate, coach, mentor, participate in work and solve problems in the work of a team.
        • Ability to communicate facts, ideas, or concerns in a clear and convincing manner, tailored to the audience and nature of the information.

        SALARY : Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR), which includes a locality rate of 21.87 percent for the Alexandria, VA geographical area.
