Performs complex professional work planning, organizing, directing and coordinating the activities of the library system in accordance with City and state policies to meet the needs of the general public; does related work as required. Work is performed under the general supervision of the Director of Human Services. Supervision is exercised over all library system staff.
Essential Job Functions*:
Must be able to operate a variety of automated office machines including typewriter, computer, copy machines, fax machine, etc., and the ability to lift, carry, push, pull or otherwise move objects or items customary and reasonable in a library environment; Sedentary work involves sitting most of the time, but may involve standing or walking during some periods. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Worker is subject to no adverse environmental conditions.
Supervises, trains, motivates and disciplines authorized personnel in a consistent, fair and uniform manner in accordance with the City’s personnel policies including Equal Employment Opportunity and Affirmative Action; Directs and coordinates the daily activities of the City main library, branch and law library to ensure smooth efficient operations; Prepares annual budget recommendations for library operations to provide adequate funding to operate facilities and provide services; Develops projects, programs and special events to provide a variety of quality services to library users; Seeks funding sources and prepares grant applications to provide additional services to library users; Prepares financial and planning reports for submission to state library in compliance with state policies and procedures; Develops and conducts presentations to community groups and media sources to inform the public of available library services; Reports to work on assigned duty schedule; Performs other reasonable duties as assigned.
Performs technical and clerical duties as required.

Comprehensive knowledge of professional library principles, methods, operations and practices; Thorough knowledge of reader interest levels, books and authors and all library media; Ability to analyze library service problems and participate in effective solutions; Ability to organize, manage and motivate people and to direct employee’s professional training; Ability to prepare and present reports, budgets and other presentations; Ability to establish and maintain effective working relationships with associates and library patrons.
Masters Degree in library science from an accredited ALA library school required and considerable experience in a public library system.
Special License and Certificates:
Possession of Virginia State Library certificate.
