MINIMUM QUALIFICATIONS : High school diploma or equivalent AND a minimum of one year (full-time equivalent) of general clerical or customer service work experience which included cash handling, data entry or bookkeeping tasks. The finalist for a position vacancy will be required to pass a criminal history investigation at County expense prior to beginning employment with Washington County. RESPONSIBILITIES : To assist customers by processing motor vehicle licensing and registration, driver licensing, Department of Natural Resources registration, passports and vital records and all other related counter work. Process, reconcile, and report transactions to the County, State and Federal Government. DESIRABLE EXPERIENCE : · Previous work experience in a Deputy Registrar office processing motor vehicle transactions, driver license applications, Department of Natural Resources transactions, and Vital Record issuance (i.e. Birth, Death, and Marriage applications) · Customer service experience (both over the phone and in person) · Computer skills in Excel, Word, and Outlook · Previous work experience using a cash register · Experience beyond the minimum requirements in the following: a) cash handling; b) data entry; and c) bookkeeping SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS : 20 hours per week; varying hours Monday-Friday between 7:30 a.m.-6:15 p.m. and Saturday 7:30 a.m.-12:30 p.m. Work schedules (hours and days) and location are subject to change based on department needs.
ANTICIPATED HIRING RATE : $13.38/hour
This is office technical and customer service work of limited complexity and difficulty in processing motor vehicle, driver's license, passports, DNR, vital statistic transactions, office mail processes and phone support within established guidelines and procedures in the Property Records & Taxpayer Services department. Work initially involves the performance of general customer service and technical tasks with responsibility for learning more specific duties and procedures unique to the office of assignment by training on the job, with the employee working more independently after becoming familiar with procedures and responsibilities. Work requires collecting fees for services, extensive cash handling and on-line computer transactions. Work allows limited discretionary action and judgment, and may be supervised, evaluated and verified by other offices or administrative personnel.
KNOWLEDGE, SKILLS & ABILITIES:

EXAMPLES OF WORK:
1. Provides customer service by processing customer transactions and answering telephone inquiries as Deputy Registrar. Performs and assists customers with straight motor vehicle registration renewals, straight transfers of titles, and recognizes out of the ordinary transactions and requests assistance. Uses computer to verify information in the processing of transactions. Collects fees for services and taxes involve cash handling.
2. Processes Driver License applications and Identification applications for first time applicants and renewals, which involves following the policies and procedures outlined by the State of MN. Collects fees and may enter applications on the State mainframe computer for issuance by the State.
3. Answers customer questions and processes uncomplicated applications as a Passport Agent, which involves verification of information on birth records, identification of documents and collection of fees submitted to the U.S. Department of State and county filing fees. May require taking photos.
4. Responds to customer inquiries and processing transactions as an agent of the DNR. Transactions include straight transfers of watercraft, ATV's and snowmobiles, renewing registrations and selling metal traction stickers. As an agent of the DNR, sells hunting and fishing licenses on the point of sale equipment and requires collection of fees owed to the DNR and county.
5. Processes basic requests for Vital Statistics on behalf of the Minnesota Department of Health and the county. Requests certified copies of birth, death and marriage licenses. Collects fees and verifies identification documents.
6. Processes, sorts, checks for accuracy forms, reports, licenses and applications in accordance with established policy.
7. Enters and maintains computerized records, proofs reports and documents for accuracy and submits them to the State of Minnesota.
8. Researches and analyzes manual and computerized records to verify information, identifies physical descriptions, processes or denies transactions or resolves discrepancies.
9. Responds to public inquiries over the phone or in person providing specific detailed or precise technical information relating to the particular departmental function; may act as resource person for all incoming contacts whether by telephone or in person.
10. Processes incoming and outgoing mail and calls with independent determination of immediacy of attention based on departmental processes, procedures and deadlines.
11. Perform other duties as assigned
ESSENTIAL FUNCTIONS: 1-10 as listed above.
WORK ENVIRONMENT: Work is performed within license centers and public service desks and includes frequent position changes in response to customer needs. Lifting requirement of 15-20 pounds on an occasional basis. Wrist and finger manipulation due to filing, compiling, calculating or computer work. Equipment used may include but is not limited to computer, typewriter, calculator, telephone, copy and fax machine, cash register and equipment unique to the Property Records & Taxpayer Services department. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
