This position is located on the Community Programs State Office Staff of the Georgia Rural Development office.

Conducts outreach to promote full use of the Community Program loan/grant authorities.
Coordinates and conducts Community Program loan/grant making activities with the assigned area of responsibility.
Conducts or monitors compliance reviews to ensure borrower conformance with applicable laws and regulations.
Keeps informed of policies, procedures, and directives and ensures their correct application.
For GS-11: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
For GS-12: Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent. There is no substitution of education for experience at the GS-12 level.
Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Specialized experience is any experience that equipped the applicant with the particular competencies to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Qualifying specialized experience for the GS-11 level: Experience that demonstrated thorough knowledge and understanding of complex mortgage or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities; to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of commercial loans; reviewing and passing upon applications for a variety of commercial loans or by servicing a commercial loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation or similar work.
Qualifying specialized experience for the GS-12 level: Experience that demonstrated a comprehensive knowledge and understanding of the technicalities of commercial financing and credit. Experience may have been gained in work equivalent to reviewing and passing on applications for the most complex business and/or municipal transactions or by servicing a commercial loan portfolio of a bank or other loan association; providing financial management guidance to borrowers in ascertaining and analyzing the many and often obscure facts regarding corporate borrowers' financial capacity; evaluating the general economic and financial conditions that affect the organization/government's risk in granting, guaranteeing or insuring loans; and participating with overall office management by providing guidance and direction to lower level employees.

PROMOTION POTENTIAL TO GS-12: Selection may be made at either the GS-11, or GS-12 level.
