Position Summary

Under general supervision, provide readiness & fleet support services to new construction submarines. Provide readiness & fleet support process integration teams (PITs), and management and technical support to the new construction submarine Logistics Director and the subordinate Logistics Element Managers (LEMs). Includes the gathering and analysis of information on product plans and project objectives, providing tracking and status reports, and support for ensuring distribution and delivery commitments.

Duties and Responsibilities

Specific efforts to be accomplished on this staff include:
A. Provide contractor technical support services for New Construction Readiness efforts across all systems, except those under the cognizance of SEA08. Perform analyses of proposed design changes to determine impacts on new construction submarines logistics requirements. Interface with new construction submarines System Integration Teams (SITs) and PITs to ensure products address all Logistics elements. Provide contractor technical support services to assist in the following tasks:

1. Facilities Planning: The planned effort focuses on Facilities planning and assessing the new construction submarines impact to facilities. Support services shall include requirements document research, analyses, report generation, general administrative support and coordination of the facilities planning effort. Provide contractor technical support services to assist in complete facilities planning. These support services shall include:

(a) Assist in the identification and resolution of impacts of the ship┬┐s design upon the shore infrastructure. Participate in site surveys and meetings with homeport and facilities personnel.

(b) Maintain the new construction submarines Facilities Management Plan.

(c) Participate in Facilities meetings with NAVSEA and NAVFAC.

(d) Assist with the integration of facilities requirements into the home-porting documentation.

(e) Provide technical services in support of the compilation and presentation of program technical information. Assist new construction submarine managers and technical personnel in developing, updating, formatting and integrating technical information and presentation materials to respond to briefing requirements for the new construction submarines Facilities efforts.

(f) Update and maintain the new construction submarines Program LCSP as pertains to Facilities efforts, and maintain the Logistics Requirements Funding Summary (LRFS) for associated efforts.

(g) Assist in the development and coordination of current-year and out-year Facilities budget formulation and execution

(h) Develop and assist in implementing Program risk assessments and risk mitigation plans. Monitor risk mitigation actions associated with the Facilities logistic element.

2. Logistics Planning Support: The planned effort focuses on providing Logistics technical and management support to finalize and implement the detailed activities and schedules required to continue execution of the new construction submarines Life Cycle Sustainment Plan (LCSP) and to support Logistics product generation, review and delivery. Support shall include:

(a) Research of requirements, analyses, report generation, correspondence initiation and coordination / tracking of action items and commitments using program management databases and tools, general program management, and programmatic administrative support and coordination.

(b) Construct presentations and briefing material.

B. Specific tasks, deliverables and reporting to be accomplished by staff positions are:

1. Conference Minutes, Technical Report Study/Services, and Presentation Material.

2. Management reporting requirements are to provide quarterly inputs to Contractors Progress, Status and Management Report and monthly Contract Funds Status Reports to program office.


Education and Experience

Bachelors degree in Logistics / Business or related field plus at least 5 years of directly related experience. Defense Acquisition Workforce Improvement Act (DAWIA) certifications in Program Management or Acquisition Logistics are a plus.

In some cases, educational requirements may be adjusted or waived for more than 7 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Knowledge of government or other contracting environment relating to technical, scientific, financial and analytical services.

Strong organizational skills and attention to detail.

Excellent interpersonal skills with outstanding written and oral skills, with particular experience in technical writing and developing Logistics Planning documents.

Capability to work with the Program Office to facilitate Logistics Planning task accomplishment within the various Integrated Product and Process Development Teams and Working Groups.

PC skills in MS Word, Excel, Powerpoint and Project.

Position requires the ability to obtain and maintain a SECRET-level Security Clearance.
