DUTIES: Back to top As a Management and Program Analyst, NH-0343-02 Potential NH-03 you will conduct studies in project areas, using analytical tools such as benchmarking, lean depot repair, Six Sigma, Management Engineer Program, and AFSO21 methodologies to improve processes, eliminate unnecessary processes and determine resource requirements for the 412 Maintenance Group (MXG). You will also:
-Serve as an Organizational Design, and Continuous Process Improvement (CPI) team member, whom interacts independently and proactively with multiple organizations to facilitate organizational requirements and process improvement.
-Facilitate and train work area supervisors in CPI tools and concepts.
-Clearly and concisely defines complex, diverse requirements.
-Determines CPI performance system (or system of work) and assist serviced organizations in developing and establishing performance indicators.
-Consults and coordinates with top management, engineering, and maintenance officials on an on-going basis to ensure adequate support for test and sustainment programs or other Command initiatives do not conflict with CPI solutions.

QUALIFICATIONS REQUIRED: Back to top GENERAL EXPERIENCE REQUIREMENT: This position requires three years of progressively responsible general experience, 1 year which was equivalent to at least the GS-04 level, that demonstrated the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided the evidence of the knowledge, skills, and abilities (KSAs) necessary to perform the duties of the position to be filled. (The KSAs required for this position are listed below.) Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

OR EDUCATION SUBSTITUTION: Successfully completed education 4-years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university . COMBINING EDUCATION AND EXPERIENCE : Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements.

HOW YOU WILL BE EVALUATED: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mission, organization, and processes associated with Aircraft Maintenance as it applies to aircraft systems undergoing flight and logistics testing.
2. Knowledge in application of DoD, Joint, AF, and industry management/industrial engineering principles, concepts, and continuous process improvement.
3. Knowledge to gather, assemble, and analyze facts, draw conclusions, conceptualize, and devise innovative solutions to problems or changes in trends related to manpower and resources availability, utilization, and productivity.
4. Knowledge in applying analytical and evaluating techniques to the identification, consideration, and resolution of problems concerning efficiency and effectiveness of program operations.
5. Skill in computer system operation and use of standard office software (such as work-processing, spreadsheets, presentations, databases, and program management software), and statistical model and simulation software.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

PHYSICAL EFFORT : The work is primarily performed sitting at a desk although it may involve some walking to attend meetings or conduct site visits at other offices and worksites. No special physical exertion is required.

WORKING CONDITIONS: The work is primarily performed in an office setting with adequate lighting, heat and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions.
