DUTIES: Back to top · The primary purpose of this position is to serve as staff analyst and program manager at the command headquarters level, to analyze and evaluate program efficiency and effectiveness, and develop recommendations for management to resolve operating problems and enhance ACC’s Civil Engineering training and awards programs.
· Analyze and evaluate program issues and develop recommendations to management that will resolve problems of effectiveness and efficiency in the Command Civil Engineer training program.
· Analyzes and evaluates Command Civil Engineer Training Program Utilization Statistics and Effectiveness.
· Manages the Command A7 (CE) Award program for Air Force awards available for Civil Engineering agency participation.
· Command functional manager of the Civil Engineer Advanced Academic Degree (AAD) program.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of Civil Engineering programs and skilled in applying analytical and evaluative methods and techniques to a variety of studies required by management. Knowledge of management principles, organizational theory, and techniques of analysis and evaluation to conduct studies, identify, analyze, and recommend solutions to problems involving identification and forecasting of training requirements and utilization.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Civil Engineering organizational and functional responsibilities and operations of the employing organization.

2. Ability to research, evaluate, and analyze information and make recommendations to senior management on all aspects and issues of the organization’s training program.

3. Knowledge of the Civil Engineering formal training program and objectives in order to identify training requirements, skill upgrades and developmental programs that will assist in meeting MAJCOM's objectives.

4. Knowledge of organization training policies, regulations, procedures, rules and other guides. Knowledge of the military and civilian Civil Engineering training program processes.

5. Skill in designing and conducting detailed studies, and preparing solutions to resolve problems and issues of effectiveness and efficiency in a command training program.

6. Knowledge of automated systmes to make reports and extract data.

7. Ability to communicate effectively both orally and in writing, and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT : · Position requires a Secret clearance.
· May be required to travel by military and/or commercial aircraft and utilize government quarters and messing facilities in the performance of temporary duty at the convenience of the government.
· Performs staff visits to ACC bases.
