Reports to the Animal Services Director and is responsible for the daily operations of the Animal Care and Veterinary Services sections in the Animal Services Department. This position is responsible for implementing programs and best practices; managing performance; approving and overseeing personnel matters; working with County Attorney on legal issues; managing budgets, procurement and revenue functions; resolving customer service issues, and completing other special projects as needed.

MAJOR DUTIES

Manages the Veterinary Services division by ensuring efficient and timely delivery of veterinary care and maintenance of a healthy shelter population.

Manages the Animal Care Operations to include all aspects of cleaning and maintaining shelter animals, following proper disinfection techniques, the intake of animals, and service provided to customers in the kennel/cage areas.

Oversees the shelter software program and utilizes it to prepare reports and statistics.

Assists Fiscal & Support Services in contract development, compliance, implementation, monitoring, and evaluation.

Coordinates, develops, and monitors the department’s operational budget and projections.

Oversees the development and revision of County Ordinances and resolutions relating to Animal Services.

Sets direction in leading staff with the Hillsborough County Animal Advisory Committee and related subcommittees to ensure compliance with Sunshine Laws, records requests, and record keeping requirements.

Coordinates partnerships with the Red Cross, Hillsborough County School System, and Emergency Management to establish multiple pet friendly disaster shelters within Hillsborough County . Administers the department’s Disaster, Business Continuity, and the Comprehensive Emergency Management Plans. In the event of a disaster, coordinates mandated ESF-17 (animal) functions.

Formulates and implements standard operating procedures for multiple sections within the Animal Services department.

Develops policy and procedures to guide staff performance.

Works closely with volunteers.

Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge of applicable animal handling and care processes, techniques, and methods

Knowledge of Federal, State, and Local laws and ordinance governing animal services and programs

Knowledge of county practice, policies, and procedures

Knowledge of supervisory and managerial techniques and principles

Knowledge of effective best practices related to animal services

Skill in handling multiple tasks simultaneously

Skill in using computers and related software applications

Skill in analyzing data and formulating well thought out conclusions

Skill in handling conflict and uncertain situations

Ability to establish and maintain effective communications and working relationships with county employees and the public

Ability to work with frequent interruptions and changes in priorities

Ability to train others

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Bachelor’s degree; and

Three years of management experience in an animal shelter.

OR

Associate's degree; and

Five years of sheltering experience, three of which must be managing the shelter.

OR

Graduation from high school or possession of a GED Certificate; and

Seven years of sheltering experience, three of which must be managing the shelter.
