The Maryland Transportation Authority (MDTA) is an independent State agency responsible for the financing, construction, maintenance, administration, and operation of all toll facilities throughout Maryland. The MDTA is seeking a highly qualified, experienced leader for the position of Chief Financial Officer (CFO). The CFO is responsible for providing direction and guidance to all financial functions, including accounting, budgeting, investment management, and debt management. The CFO participates in and assists with the development of the Consolidated Transportation Program (capital budget) and monitors the progress and spending of the program during the fiscal year as well as the overall affordability of the program. The CFO is responsible for preparing and making presentations to the credit rating agencies, overseeing contracts with outside vendors (consultants) for specialized accounting and financial services, and ensuring compliance with the MDTA’s Trust Agreement. The CFO is the principal advisor to the MDTA Authority Board and the Executive Secretary on financial matters. This senior management Executive Service position serves at the pleasure of the Appointing Authority.
EDUCATION: Bachelor of Science Degree in Accounting, Finance, Business, or closely related field.
EXPERIENCE: Ten (10) years of experience in public financial management and budgeting, with five (5) years of supervisory experience at a senior management level in a finance environment.
The ideal candidate has demonstrated progressively responsible leadership success in the financial arena, to include managerial oversight of complex financial operations. Preferred qualifications include an MBA/MPA and/or CPA .
