This Mail Clerk position is located in the Cash Management Department within the Consolidated Patient Account Center (CPAC) of the Veterans Affairs Medical Center, Lebanon, Pennsylvania. Duties include but may not be limited to the following:
Reviews incoming materials such as mail, publications, etc., and presorts items into action and/or information categories.
Routes non-controlled materials and prepares control and routing sheets as required.
Performs administrative and/or clerical tasks such as establishing and maintaining office files, collating documents, etc.
Performs general mail handling and distribution including sorting, date stamping, classifying, and processing regular and express mail.
Records, processes and controls registered, insured, priority, reply or certified mail.
Sorts outgoing mail and checks for presence of indicated enclosures.
Maintains logs or records of special items received and/or distributed.
Protects data from unauthorized release, loss, alteration, or unauthorized deletion.
Performs other duties as assigned.

Applicants must possess (1) year of general experience working in a progressively responsible clerical, office or other work environment which would have enabled them to acquire the particular knowledge, skills and abilities needed to perform the duties of the position to be filled.
A full year of work is considered to be 35- 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
): Successful completion of (2) years of study above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university where high school graduation or the equivalent is the normal prerequisite. One year of full time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, or technical school.
COMBINING EDUCATION AND EXPERIENCE (Transcript Required):
Combination of successfully completed post high school education and experience may be used to meet total qualification requirements.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Knowledge of mail processing procedures and United States Postal regulations.
Ability to maintain accurate and detailed records.
Ability to communicate effectively with people from a variety of backgrounds.
Ability to review various documents and messages determining the proper routing within the organization.
Work is performed in a normal office environment. No unusual physical requirements are present. The work is primarily sedentary. Some slight physical effort may be required. This position may require long periods of standing while sorting mail, as well as a great deal of walking to deliver the mail throughout the facility.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:
Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview. The remaining groups may be referred based on the number of applicants available.

(CTAP) provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
