You will be subject to a background/suitability investigation.
Employee will serve as a Mail Clerk within the Centralized Fee Unit (CFO), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network in Salem, VA. You will perform clerical work related to the processing if incoming and outgoing mail, including the systematic arrangement of records for storage and reference purposes. Duties include, but may not be limited to: Serves as the official mail clerk/messenger handling correspondence, as well as personal mail for patients, such as opening, reading if necessary to properly sort, verifying/securing enclosures, safeguarding checks/cash, and delivering as appropriate between 150 delivery points. Screens out-going mail ensuring that it contains appropriate delivery and forwarding addresses, as well as correct postage. Processes all incoming and outgoing mail, USPS Certified, Certified Return Receipt, Priority, and Express mail, ensuring completion of the necessary forms as required by USPS mail and medical center regulations are followed. Maintains logs for negotiable items received and turned over to the agent cashier. Distributes all reproductions output based on distribution format. Accesses computer programs to correctly ascertain the exact location of patients and for mail forwarding purposes. Electronically scans various documents containing health information, performs quality check before the image is saved to ensure that scanned document is associated to the correct patient. Maintains confidentiality of all electronic records and paper components. Communicates with other administrative and clinical staff members in order to index scanned reports to the appropriate clinical reports as often as necessary. Assists in training new employees in their duties as required.

Requires one (1) full year general experience. General experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of this Mail Clerk position to be filled.
(A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing

must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.)
Successfully completed two (2) full years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. (Transcript Required)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Knowledge of the Privacy Act of 1974 and Health Insurance Portability and Accountability Act (HIPPA) regulations.
Skills that demonstrate performing clerical duties related to mail handling and document scanning processes.
Ability to communicate with people from a variety of backgrounds and varying levels of understanding.
Skills that demonstrate the ability to type and enter data into a computer software program.
PHYSICAL REQUIREMENT: Requires long periods of sitting, standing, and walking. Recurring bending, lifting and carrying of moderately heavy mail bags and packages, occasionally lifting heavier materials. Pushes carts weighing up to fifty pounds.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:
Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.
