MINIMUM QUALIFICATIONS :
  • High school diploma or equivalent
    AND
  • One year of full-time work experience in highway/road or parks maintenance that included the operation of various types of motorized equipment
    AND
  • Possession of a valid Class B Commercial Driver's License (CDL) with Air Brake designation , that is not suspended, canceled or revoked
Must obtain and maintain a Class A Commercial Driver's License with Air Brake designation and Tank Vehicle endorsement within six months of employment, at employee's expense.

The finalist for a position vacancy will be required to pass a drug test, physical exam, criminal background investigation, driver's license and DOT Drug/Alcohol testing verifications, all at County expense, prior to beginning employment with Washington County.

RESPONSIBILITIES : To perform a variety of semi-skilled/skilled work in highways, parks and traffic maintenance tasks. Responsible for seasonal snow and ice control activities such as roads, parking areas and ski trail grooming; loads and hauls materials. Performs manual labor in repair and maintenance of roads, parks, facilities and grounds, road sign and shop activities. Operates a variety of equipment involved in highway, park, grounds, and sign making and messaging activities.

DESIRABLE EXPERIENCE :
  • Class A Commercial Driver's License with Air Brake designation and Tank Vehicle endorsement
  • Paid work experience beyond the minimum qualifications in highway and/or road maintenance
  • Paid work experience plowing state highways, county highways/roads, city streets or township roads
  • Paid work experience plowing privately owned streets/alleys/parking lots
  • Paid operation/maintenance work experience beyond the minimum qualifications in a state/regional/county public park system
  • Paid operation/maintenance work experience in a city public park system
  • Paid work experience in the maintenance of a pool and/or swim pond in a public park system
  • Paid work experience operating the following equipment: tandem axle with wing or plow, ski trail groomer, skid steer loader, tractor with mounted implements, front end loader, brush chipper, forklift, dozer, back hoe, road striper
SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS : 7:00 a.m.-3:30 p.m., Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs.
ANTICIPATED HIRING RANGE : $18.79/hour

GENERAL DESCRIPTION:

Work is performed under minimum supervision and is reviewed through observation, discussion and evaluation of results attained.

KNOWLEDGE, SKILLS & ABILITIES:

Education and Experience: High school diploma or equivalent and one year of full-time work experience in highway/road or parks maintenance that included the operation of various types of motorized equipment. Requires possession of a valid Class B Commercial Driver's License (CDL) with Air Brake designation, that is not suspended, canceled or revoked. Knowledge of: Knowledge of and skill in the operation of heavy diesel and gas powered construction equipment; knowledge of road construction and maintenance practices. Knowledge of snow and ice control practices. Knowledge of park maintenance activities and supplies, materials, and techniques of general building and grounds maintenance work. Knowledge and skill in the methods, materials, and equipment used in sign fabrication, sign installation, pavement messages, highway striping, and traffic control signal maintenance.

Ability to: Understand, follow and communicate through oral and written instructions; perform manual labor at times of adverse working conditions; work effectively with other employees; establish and maintain an effective working relationship with co-workers, management and the public; read and comprehend information contained in equipment, procedural and safety material; report to work on a regular and timely basis.

Skill in: Utilize mechanical skill in the operation of automotive and other maintenance equipment; skill in the use and care of hand and power tools; demonstrated carpentry skills in the performance of various infrastructure maintenance tasks; skills and concern for safe working conditions/procedures and the need to follow county and departmental policies and procedures; ability to identify potential hazards with ability to correct situations.

EXAMPLES OF WORK:

1. Plow snow and apply salt and/or sand on assigned routes.

2. Maintenance activities including building roads and trails, widening roads and trails, road grading, cut slopes or landscaping, patching, shouldering, ditching, culvert replacement, street and/or trail sweeping, animal carcass removal and mowing.

3. Cut and clean brush and trees from roadways, right-of-ways, parks and trails. Removes debris and excess material from culverts and ditches. Conduct activities to include sodding, spraying weeds, fertilizing, planting, pruning, seeding, mowing, chipping, trimming and other similar activities.

4. Load and/or haul materials such as salt, sand and salt mixtures, gravel, asphalt, debris, etc.

5. Repair and conduct minor maintenance of equipment and facilities to include sharpening blades, lubricating equipment and motors, carpentry, plumbing, electrical, etc.

6. Complete and proper set up of work zone traffic control measures, in conformance with the MMUTCD, for all operations performed within the highway corridor.

7. Maintain county park buildings and facilities in a clean, safe, sanitary condition.

8. Install, repair and maintain irrigation systems.

9. Inspect and clean grounds and facilities; conduct beach maintenance activities, e.g. removal and placement of buoys, water treatment, raking, repair and placement of guard stands, etc.

10. Repair, salvage, install and replace highway signs including traffic control signs, Adopt-A-Highway signs, construction detour signs, and informational signs.

11. Design and layout sign faces utilizing current automated methods. Construct sign faces and decals for sign and vehicle uses. Fabricate traffic and other signs using pressure sensitive methods.

12. Perform highway striping and messaging operations, pavement sweeping, paint preparation and loading, striping truck operation, and warning vehicle operation.

13. Maintain up-to-date inventory of signs and materials in shop, and installed or utilized in the field using current department sign inventory software. Record work orders completed; determine supplies needed.

14. Operate vehicles, heavy equipment, hand and power equipment and tractor mounted implements in the performance of the above duties, in a safe and efficient manner.

15. Document time spent on particular projects, equipment, roads, park, or facility. Accurately documents materials used.

16. Some direct supervisory responsibility in construction, maintenance and other operations of part-time, seasonal or temporary personnel.

17. Perform other duties as apparent or assigned.

ESSENTIAL FUNCTIONS: The essential functions for this position vacancy are #'s 1-9, 14, 15 & 16 as stated above.

WORK ENVIRONMENT: Work is physical in nature including working in all weather conditions, lifting and carrying 50-75 pounds on an occasional basis. Exposures may include, but are not limited to: various chemical agents, fuels, blacktop/diesel/gasoline fumes, temperature extremes, and in rare instances body fluids. Work involves extended and/or irregular shifts, including weekends. Duties include being able to perform the following movements on a frequent to continual basis: bending, turning/twisting, kneeling, squatting, lifting, climbing, reaching out, reaching up, grasping, pinching, wrist turning and finger manipulation. Equipment includes but is not limited to: telephone, 2-way radio, small hand and power tools and equipment, cement and blacktop tools and equipment, tandem axle truck with wing or plow and one-ton trucks, skid loader, rubber tire roller, loaders, graders, mowers, chipper, trailers, boats, snowmobiles, water pump, hydraulic equipment, computer and other equipment related to area of assignment. This work environment also includes the need to distinguish between colors based on work assignment.
