This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Financial Officer (OCFO), Special Projects Division (SPD). The incumbent serves as a Management Analyst responsible for providing assistance, research, advice and consultation on a full scope of administrative, managerial and financial projects in support of the Office of Administration.

RELOCATION EXPENSES WILL NOT BE PAID DUTIES:
Serves as a Management Analyst leading efforts on a variety of projects within the Special Projects Division (SPD), Office of the Chief Financial Officer (OCFO). Independently plans, researches, and analyzes a broad range of financial management, budgetary, financial system, program and project management functions. Assists the Special Projects Officer with promoting and creating awareness of these activities, programs and projects. Assists in the implementation of new and complex processes and initiatives related to assigned projects. Maintains a working knowledge of programs being conducted by SPD in order to answer inquiries and gather information. Performs an extensive range of qualitative and/or quanititative assessments which require consideration of a large number of variables. Writes and reivews outgoing correspondence such as memorandums, executive level briefins, and issue papers.

QUALIFICATIONS REQUIRED:
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE : Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-09: 1) Provide assistance with organizing a project that impacts a small or large organization 2) Assist with the planning and research of the management, program and project functions addressing diverse duties related to the project 3) Assist with research of a broad scope of duties as it relates to the development of a program 4) Assist with implementing new or modified work methods, organizational structures, management processes, and/or program administration procedures 5) Assist with the review of criteria to measure and improve program effectiveness and/or organizational productivity 6) Communicate orally and in writing to prepare briefings and other communication.

For the GS-11: 1) Assist with organizing a project that impacts a small or large organization 2) Assist with planning, researching and analyzing the management, program and project functions addressing diverse and complex duties related to the project 3) Research and review a broad scope of duties as it relates to the development of a program 4) Assist with the development of new or modified work methods, organizational structures, management processes, and/or program administration procedures 5) Adapt analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity 6) Communicate orally and in writing to prepare briefings and other communication.

EDUCATION SUBSTITUTE : Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered 18 semester hours.

For the GS-09: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or JD, if related.

For the GS-11: PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

For the GS-12: There is no education substitution
