This position is located in the Office of the Deputy Commissioner, Budget, Finance and Management (DCBFM), Office of Security and Emergency Preparedness (OSEP).

Once selected for this important position at SSA, the incumbent will serve as Management Analyst in the Office of the Associate Commissioner. The incumbent participates in a wide variety of projects requiring analytical, organizational and communication skills for the Associate Commissioner, Deputy Associate Commissioner and Executive Officer. The incumbent provides project management for Congressional and other high level inquiries on behalf of OSEP, ensuring that the quality of OSEP products meet or exceed all expectations. The incumbent develops and maintains a comprehensive records management system for the Office of Security and Emergency Preparedness (OSEP).

This position is located at SSA Headquarters in Woodlawn, Maryland.

DUTIES:
This is an advanced developmental position leading to the full performance level of the position. The duties at this level are characteristic of the full performance level. Duties will be gradually broadened so that the incumbent is eventually performing all the duties of the full performance level.

Audits current business processes and identifies critical or complex issues and deficiencies. Develops new or modified processes, makes recommendations to management regarding modifications, and trains affected staff regarding new business process.

Monitors correspondence control process from beginning through completion, ensuring final response is accurate and thorough. Develops and prepares response for Associate Commissioner/Deputy Associate Commissioner (AC/DAC) and other senior-level executive signatures.

Manages the correspondence control process, analyzing inquiries and senior Agency executive-level requests for information on OFM-related issues. Identifies appropriate resources, prepares summary reports on findings and makes recommendations to solve problems.

Plans or carries out special projects, studies or assignments involving issues or concerns that are often of a sensitive nature. Uses discretion in analyzing sensitive information and data for the preparation of management information reports.

QUALIFICATIONS REQUIRED:
To qualify for this position, applicants must have at least 52 weeks of specialized experience at the GS-9 level, or equivalent, performing work that involves (1) designing and conducting studies and analysis of management functions, and processes; (2) assessing the effectiveness of management processes and systems; (3) analyzing data generated by studies and analysis and formulating recommendations, (4) communicating information to management both orally and in writing. This experience is related to at least one or more of the following areas: performance management, budget, personnel management, training, efficiency of program operations, property/resource management, organization policies and procedures, or administrative management.

OR

Possess a Ph.D. or equivalent doctoral degree OR have completed 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree OR possess a LL.M., if related.

OR

Have a combination of graduate level education and specialized experience that together meets 100% of the qualification requirements for this position.

Experience surveying, assessing, and identifying the training needs of an organization.

Experience evaluating training courses and materials to identify those which will accomplish your organization's training needs and objectives.

Experience developing and implementing new and/or improved training processes and/or requirements.

Experience conducting research to evaluate and identify new solutions that result in more efficient training processes and methods.
