About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Office of the Chief of Staff, Office of the Strategic Mgmt/Info (SMI), Fort Belvoir, VA
You will be a Business Analyst with responsibility for the analysis and tracking of requirements throughout their lifecycle, support other INSCOM staff entities with requirements analysis, and manage the Contract Acquisition Review Board (CARB) process.

You will perform operational business analysis/support the requirements package development process through the CARB for the service acquisition requirements process. Support management of the CARB portal or other Command Services Office (CSO) requirements management tools coordinating with Requiring Activities (RA) to insure program requirements are properly documented and respective priorities, plans, and objectives are met. Develop business analysis packages. Generate analysis for use in construction of requirements packages within the services acquisitions requirements management strategy. Facilitate management and oversight of acquisition timelines, contract periods of performance, multi-functional integrated program teams. Perform business metrics analysis using advanced quantitative analysis techniques and databases. Recommend and develop business metrics and appropriate analysis techniques for development of decision information. Perform sophisticated analysis for specialized studies and projects. Support teams to study a full range of managerial concerns related to effective organization and requirements management. Perform analysis for studies to analyze the effect of changes in mission, requirements as affected by budget and resource allocation, and organization structure.
Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GG-12). Specialized experience is defined as: Advanced knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and inprovement of program effectiveness, complex management processes, and IT systems and advanced systems and advanced skill in creating and presenting analytical reports of these findings.

TDY will be required 25% or less of the time.
