The San Mateo County Transit District serves nearly 100,000 customers each weekday on its SamTrans buses, Redi-Wheels paratransit vehicles, Caltrain commuter rail cars and shuttles, as well as a robust capital program. The Transit District, which is in the heart of the San Francisco Bay Area, is the managing agency for the San Mateo County Transportation Authority. The agency's Operations Division is seeking a Manager, Bus Contracts to be responsible for overseeing all bus services (i.e., fixed route, shuttles, paratransit, etc.) contracted by the District. The Manager will supervise a team comprised of Associate Operations Contract Administrators and Bus Contracts Inspectors.

This position includes providing effective team leadership that incorporates the District’s core values and on-going staff mentoring in terms of business ethics and succession-planning; establishing operational and technical provisions for each bus service agreement and monitoring for compliance; overseeing field inspection activity; incorporating an incentive program to encourage superior performance; and coaching and guiding contractors for continual improvement. The Manager, Bus Contracts will assess performance criteria as per contractual agreements; monitor bus maintenance through frequent random and regular inspections of equipment and records; and manage a multi-million dollar annual budget. S/he will also collaborate with Accessible Services staff in quality oversight of ADA Paratransit Service for the senior and disabled community under ADA rules and regulations. The successful candidate will work with Contracts and Legal staff to develop contractual provisions; oversee the District’s Shuttle Program; collaborate on grant proposals; coordinate schedule changes with BART and Caltrain shuttle providers; and prepare funding reports for the Bay Area Air Quality Management District and City/County Association of Governments. You will also be responsible for overseeing the National Transit Database data collection for purchased transportation; organizing, analyzing, and interpreting data for annual NTD reports; representing the Bus Contracts Department at consumer advocacy forums, various committee meetings, and Boards of Directors meetings; and participating in District’s Emergency Operations Plan.

Qualified candidates should have sufficient education, training and experience to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through, but not limited to, an Associate of Arts degree in transportation, business, or related field, plus sufficient full-time bus operations management experience, including sufficient full-time supervisory experience. You must be proficient in Microsoft Word and Excel, have excellent communication skills, both oral and written and good basic math skills. The successful candidate must be experienced in the delivery of ADA Paratransit Services, physically capable of conducting inspections of property and equipment, and a valid California driver license with a safe driving record.
