Under direct supervision by Contract Management of Fluor Corporation and its subsidiaries (indicated as “the Company”), the purpose of this position is to perform the essential job duties and functions listed below with the overall objective of helping to improve the Corporation’s overall business performance, deliver added value to our shareholders, reduce leakage, and promote consistent and cost effective solutions across SBUs, projects and locations. Primary Job Duties/Functions: 1. Administers moderately large and complex contracts 2. May provide operational supervision to Contract Administrators (formation and administration) 3. Conducts and maintains continuing review of progress of each contract and provides management with information pertaining to any financial, technical, or commercial difficulties 4. Maintains a working knowledge of the Company’s Contract Management Standards, programs and goals by planning and applying Contract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University training and the use of Knowledge OnLine (KOL) 5. Develop project standards and procedures 6. Provide project staffing solutions and ability to develop effort-hour estimates 7. Establish and maintain communications with client representatives and project staff through meetings, telephone and web conferences, and reports to provide for client satisfaction 8. Develop Client relationships through superior execution 9. Prepare, maintain, retrieve, and communicate records, reports, or documents that may be required to meet corporate and Contract Management requirements 10. Participate in proposal development activities including preparation of required proposal response 11. Ability to operate with some supervision as a Project Contract Manager on a $100 to $500 MM TIC project; duties may include assisting multiple Contract Administrators and Contract Managers with the preparation and execution of pre-award and post-award activities 12. Participate in the Pre-Qualification process of subcontractors; monitor and track subcontractors’ compliance to Fluor’s HSE, Quality and Finance procedures currently in place 13. Prepare and maintain all electronic and hard copy files in accordance with Fluor’s Numbering and Filing System (Practice 000.430.1221) 14. Participate in the development of functional organizational talent through active informal and formal mentoring 15. Prepare performance assessments of Contracts personnel 16. Learn and utilize CMSism, including Performance Indicator function, and SAP systems 17. Lead Client and Contractor presentations and meetings 18. Review and provide prime contract flow-down language. Prepare Part IV Special Terms and obtain legal approval 19. Participate in Prime Contract Business Risk Assessment (BRMF) and development of Contract Risk Assessment Matrices 20. Provide assistance in Prime Contract Administration as requested 21. Review and approve Project Contracting Plan 22. Develop waivers for Bonding policies 23. Prepare bid evaluations and award recommendations 24. Prepare bid evaluation plans for large EPC, LTSK RFP and participate in the bid evaluation (technical and commercial) 25. Review and approve award recommendations 26. Review contracts project set-up 27. Provide “on-project” functional and cross-functional training 28. Develop a claims prevention program 29. Assign contract packages for administration 30. Perform Contractor resource survey 31. Perform contract risk assessments and formulate mitigation strategies 32. Provide input to Project Final Report 33. Audit other projects 34. Execute portfolio assignments as requested 35. Develop agendas and participate in project kick-off and alignment meetings 36. Prepare Project Contract Procedures 37. Develop standard contract templates for a project 38. Coordinate the timely issue/distribution/response of documents to the Contractor 39. Coordinate/maintain control of Site Instructions 40. Negotiating contract terms and conditions, coordination of technical scopes of work including interface with all project disciplines (including project controls, legal services, project management, construction, engineering, finance/accounting, and client) 41. Lead internal Request for Proposal (RFP) and RFP explanation meetings, contract pre-award meetings, final negotiations, and drafting/finalization of contract documents 42. Analyze commercial sections of proposals and coordination of technical proposal evaluations. Develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client 43. Perform contract management post-award activities through evaluating and status contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance 44. Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations 45. Interface with all levels of the project team – and be able to represent and interface with all levels of internal and/or external management and corporate organization persons. Hold meetings with interfacing disciplines in the support of scope or commercial term development 46. Be proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices and supporting documents in a timely manner 47. 1. Accredited 4-year degree/Bachelor's degree or equivalent required. 2. 10 years of project controls/estimating experience.
