The primary functions of the Manager, IT Application Services are to plan, analyze and define high-level software strategies and solutions using functional expertise as well as a comprehensive understanding of the Norwalk Hospital and healthcare industry. Under the direction of the Director of Information Technology, the Manager, IT Application Services :
  • Leads and directs all activities of the IT Application Services group, including but not limited to:
    • Assigning projects, establishing priorities, monitoring progress, and communicating with user departments
    • Definition and implementation of Application Services Quality Improvement program
    • Definition and implementation of education and training plans for the team
    • Compliance with Information Security and Change Control Policies & Procedures
  • Leads applications architecture and strategy, providing vision, problem anticipation and resolution to the teams involved in systems analysis, reporting and applications development
  • Advises departmental administration and develops plans to meet the needs of Norwalk's Information Technology Strategic Plan.
  • Assists with applications budgeting process, including assessment of software purchases and licensing requirements
  • Ensures compliance with all applicable Federal, State and local rules and regulations, including HIPAA
  • Coordinates with QA, Risk Management and other appropriate departments to ensure timely compliance

Job Requirements:
  • Bachelor's degree or equivalent years work experience required (Masters or Advanced degree preferred)
  • Minimum eight (8) years direct Information Systems experience, preferably in a health care environment
  • Minimum five (5) years supervisory experience
  • Experience and competency with EMR Systems, integrations, financial systems, clinical systems, administrative systems, ITIL principles and workflow analysis
  • Advanced analytical and problem solving skills
  • Strong facilitation, interpersonal, team building, project management, and conflict resolution skills
  • Superior communication skills; comfortable interacting with all levels of management
  • Requires occasional weekend and night time work
