GENERAL FUNCTIONS:

Lead state operations in the implementation and utilization of Aqua America, Inc.’s health and safety standards, implementation of specific programs in safety, loss prevention/control, and employee training. Perform audits of state operations for compliance to Aqua and regulatory agency standards. The Manager, National Safety is the central point of contact for all aspects of Aqua’s Safety and Health Program for the various state operations and is responsible for establishing and maintaining points of contact to ensure information is disseminated to all levels of Aqua.

RESPONSIBILITIES AND DUTIES:

A. Provide health and safety services to all Aqua state operations as needed or assigned. The Manager, National Safety will be a liaison between state/divisions and the corporate Safety Department to ensure that safety programs and standards are disseminated and implemented at all levels of operations. The Manager, National Safety will provide services to all Aqua operations, under the direction and guidance of the Chair of Aqua’s Safety Council and Aqua Pennsylvania, Inc.’s Vice President and Senior Managing Counsel.

B. Maintain and update an Aqua web site for employee and management’s use as a reference for appropriate safety standards and training resources.

C. Automate and maintain pertinent document systems associated with Aqua’s Safety program as required by Aqua and regulatory agencies.

D. Maintain Aqua Safety and training programs, review annually and update as needed.

E. Identify risk to Aqua’s operations and develop/implement Loss Prevention programs. Alert state Safety personnel to findings.

F. Develop and maintain working relationships with federal and state Occupational Safety and Health Administration (OSHA) agencies and local regulatory agencies. Represent Aqua during regulatory inspections when possible.

G. Represent Aqua operations with insurance company and regulatory audits in areas related to Risk Management, Loss Control and Prevention Programs and related issues.

H. Maintain programs for accident and illness prevention which include surveys, recommendations, safety training programs, consultations, analyses of accidents, industrial hygiene and industrial health services. Collaborate with Human Resources and various state operations in reviewing accident reports to develop programs, recommend equipment or the development and implementation of new work procedures to reduce work place hazards.

I. Develop, implement and maintain applicable safety programs in compliance with the Occupational Safety and Health Administration (OSHA) and all applicable federal, state and local codes. Collaborate with Aqua’s state operations personnel to develop safety training programs inherent to each department function and positions(s) within that particular state operation.

J. Administer applicable training and maintain records for Aqua Safety Programs as needed.

K. Conduct periodic reviews of facilities and/or worksites to ensure compliance to applicable Aqua Safety Programs.

L. Serve as a permanent member of Aqua’s Safety Committee, Safety Council, Regulatory Review Committee, and/or other committees as needed/requested.

M. May, as the need arises, be called out to address safety issues either during the course of the workday or after hours and on weekends and holidays.

N. Collaborate with appropriate Aqua personnel concerning environmental and fleet safety related matters.

O. Conduct studies and surveys as directed by Aqua management.

P. Maintain active membership with the American Society of Safety Engineers (ASSE) and other groups as approved, to include National Fire Protection Association, and American Industrial Hygiene Association (AIHA).

Q. Administer employee safety incentive and award programs.

R. Monitor all accidents and near miss incidents, and look for trends in accidents and lost time. Alert managers and employees of trends by maintaining a data base of accidents, noting type, departments, and physical injuries, etc. Monitor incidents within the industry and alert management of these incidents. Distribute alerts and bulletins with all employees about unusual accidents or incidents, to include employee error or equipment malfunction/misuse.

S. Work with all state presidents to reduce OSHA incident rates and lost time rates to conform to industry standards.

T. Travel in all states to perform audits of water and wastewater plants, work sites, and remote facilities such as wells, storage tanks, wastewater etc., and provide or monitor training at all company facilities.

Required Skills Must be well organized and possess strong verbal and written communication skills. Proficiency and background knowledge in industrial hygiene training preferred. Physical security and emergency response knowledge/experience is also desirable. Professional certifications of COHST, OHST or ASP preferred.

Required Experience Bachelor's degree in safety management, safety engineering, industrial hygiene, occupational environment health and safety, or a related field is required. A Masters degree is preferred. At least 7 - 10 years of safety management experience, utility construction or general safety preferred.
