The Department of Behavioral Health and Developmental Services' Office of Information Services and Technology (IS&T) is seeking a highly skilled professional to manage the DBHDS Project Management Office (PMO) and to serve as its lead Agency Information Technology Resource (AITR). This position oversees all work performed through projects within the DBHDS, aligns projects and resources with organizational strategy and priorities, and creates and manages effective relationships between IS&T and the Virginia Information Technology Agency (VITA) to align DBHDS IS&T with all relevant VITA policies, processes, and requirements.

Minimum Qualifications
Considerable progressive successful experience in computing and information technology with direct responsibility for:
oManaging Information Technology projects having estimated value of greater than $1M
oDirect supervision of Project Managers, Project Coordinators, and other technical staff required to perform IT projects
oProject management certification by the Commonwealth of Virginia or the PMP credential from PMI
oUnderstanding of and experience with the Commonwealth of Virginia project management standards and VITA Agency Information Technology Resource role

Persuasive manager capable to lead and mentor technology professionals and business staff in Project Management methods. Strong cross group negotiation and conflict management skills.

Thorough understanding of Commonwealth of Virginia / VITA
oCommonwealth Technology Portfolio (CTP) management processes and tools
oProject Management Division (PMD) roles, responsibilities, and processes for project management oversight
oAgency Information Technology Resource (AITR) role and responsibilities

Excellent oral and written communications skills with an ability to facilitate communications with customers, technical teams, vendors, and other Commonwealth agencies. Strong attention to detail and follow-through. Able to operate effectively in a challenging environment with multiple priorities. Bachelor's degree in information technology, information systems, or computer science or equivalent experience and training
