Leads Procurements effort in developing strategies for estimating activities for project proposals.
Leads the development of bidder lists that incorporates approved vendors required by the Project’s owner and with input from project management and engineering.
With respect to single source, ensures the single/sole source recommendation is acceptable.
Reviews completeness of Requisitions and Statement of Work/Specifications to ensure sufficient details are provided to enable vendors to clearly understand the scope and that performance expectations are clearly defined.
Works closely with engineering, project controls, project management, and construction to determine commercial requirements such as delivery dates, sequencing major component deliveries, liquidated damages, performance guarantees, etc. and other purchase order and special conditions required for each procurement and subcontract package.
Determines the documents to be included in the solicitation package (RFQ/RFP) based on the complexity of the procurement and the type of item(s) being procured and prepares the packages by incorporating the flow down of EPC Contract obligations and risks, such as warranties, performance guarantees, liquidated damages, and other commercial requirements and liabilities specific to the project.
Assumes responsibility and accountability for soliciting quotes/proposals, negotiating critical terms, and performing other procurement activities necessary to acquire competitive and favorable pricing and terms for engineered goods and subcontracted services required for the project.
Assumes the responsibility of the sole communicator with bidders during the RFP/RFQ process.
Responsible for obtaining cash flow and cancellation schedules in a format required for incorporation in the Project’s cash flow.
Conducts proposal evaluations to determine if the vendor is responsive and
all required submittals have been provided.
pares a commercial bid analysis to determine the lowest evaluated installed
of the engineered goods and subcontracted services to be used in the project estimate, including
consideration of price, bid normalization, adherence to terms and conditions, proper documentation, etc.
Coordinates the technical evaluations with engineering to
assess and evaluate the technical aspects of the proposal.

for adequacy, determine whether or not each of the proposals can be considered technically acceptable (meets RFQ/RFP requirements), and communicate as necessary with vendors to obtain clarifications/deficiencies, if any.
Skills required for this job are typically acquired through the completion of an undergraduate degree and 7+ years of experience.
