This position manages physical security operations for assigned region and refinery's oil spill response/contingency activities.
Establishes strategies, priorities, and critical tasks relating to security at assigned sites and along distribution channels. Develops protection required by each site and distribution channel including procedures, training, equipment, visitor and access controls, security communications and information sharing. Manages facility security programs and security personnel in coordination with facility management.
Conducts and reports Security Vulnerability Assessments. Implements security measures to mitigate vulnerabilities. Ensures compliance with applicable local/state/federal regulations.
Develops, implements and maintains complex and diverse security procedures consistent with applicable regulations and company policies. Coordinates extensively with management and other Corporate Security team members. Implements company Anti-Violence Workplace and loss prevention policies. Supports corporate Business Conduct office by managing and performing quality investigations.
Builds and sustains positive working relationship with regulatory agencies, law enforcement and Homeland Security officials.
Develops budgets for security and contingency functions. Exercises financial stewardship, within levels of authority, to control expenditures while ensuring optimal utilization of spend towards achievement of goals and objectives.
Maintains refinery's oil spill contingency plans ensuring compliance with OPA 90 (Oil Pollution Act of 1990). Develops and manages training and drills. Monitors regional/state/federal information to ensure appropriate updates are incorporated into plans.
Minimum undergraduate degree in criminal justice, law enforcement or security required.
Minimum 10 years civilian and/or government security experience in progressively responsible roles including 5 years management experience required.
