The Manager Clinical Services, Telemedicine works closely with the Executive Vice President, Operations to assist with the development, evaluation, growth and sustainability of Heritage Health Solutions' Telemedicine program and functions as a liaison between Heritage Health Solutions and participating jails. Responsibilities include but are not limited to; working with a multi-disciplinary team to develop telemedicine program goals and objectives; assist with the operational and clinical services implementation for new jails; maintaining communication with, and acting as primary contact for remote jail sites clinical staff; development of telemedicine work flows, policies, procedures, and training materials. This position ensures that high quality clinical services are delivered by Heritage Health Solutions via telemedicine. Incumbent will be knowledgeable of current issues in the telemedicine industry and able to inform and serve as a liaison to a variety of constituents; internal departments (Finance, IT, Legal, Marketing, Operations, Human Resources) outreach programs, and healthcare professionals.

ESSENTIAL FUNCTIONS

Develops working relationships with teaming partners, jails, and US Marshals to promote the success of the Telemedicine program.

Develops clinical protocols for operations and services.

With guidance from the US Marshals, directly involved in all operational and clinical development and clinical management aspects of the Telemedicine program, conducting regular program evaluations and preparing reports as requested. Conducts surveys and data analysis, utilizing the findings as a basis for planning and organizing day-to-day and long term operations of the Telemedicine program.

May provide or assist in telemedicine program training for jail staff in the optimal use of telemedicine services, scheduling and equipment, to include peripherals, minor troubleshooting, health records and clinical services documentation.

Coordinates eligibility for telemedicine services through Heritage Health Solutions.

Ensures that all telemedicine clinic schedules are set up according to established guidelines and that workload is properly captured.

Coordinates with jails to determine the type and frequency of telemedicine specialty and ancillary services needed in the facility.

In conjunction with the US Marshals, ensures that program goals are understood at the local level and that all reports are accurate and submitted in a timely manner.

Provides detailed status and progress reports.

Maintains data to record utilization, compliance, and outcome data and analyze for trends. Reports utilization and outcome statistics, barriers to service delivery, and compliance issues to Supervisor monthly or as needed.

Assures that all policies and procedures pertaining to Telemedicine are implemented and updated as needed.

Assists as needed with the deployment of telemedicine equipment.

Facilitates the scheduling of telemedicine appointments with the appropriate clinical staff as requested by the jails.

Verify with the jails that telemedicine equipment, audio visual services and transmission lines are functioning prior to scheduled sessions.

Ensures that clinicians and necessary medical information are available for scheduled appointments to ensure seamless, timely and successful telemedicine consultations. Ensures that clinicians are aware of scheduled appointments at least one week in advance.

Serves as a contact between facility providers and specialists, when needed, to optimize patient care.

Collaborates with clinical staff, physicians, and information technology support to optimize the use of Telemedicine to support clinical care throughout the covered jail systems.

Assures that patient care needs are coordinated on a jail-by-jail basis.

Provides analysis of existing programs and services. Makes recommendations to leadership for alternative methods to enhance cost efficiencies, productivity, improved process performance and capital utilization.

Participates in the planning, implementation and evaluation of service area Quality Assessment and Quality Improvement activities.

Identifies problems, proposes solutions, and reviews the finding of monitoring and evaluation activities.

Supports and participates in data collection and documentation requirements for clinical applications and research.

Communicates research findings to leadership and colleagues and participates in the preparation and submission of research findings for publication.

Attend trainings and seminars to stay current with developments in the telemedicine delivery field, including equipment advances.

Assists in preparation of responses to Requests for Proposals.

Ensure HIPAA compliance.

Performs other job related duties as assigned.

Education: BSN Degree (four year college or university)

Experience: Three to seven years related experience

Computer Skills

Working proficiency in Microsoft Office Suite including Excel, PowerPoint, Outlook, and Word. Microsoft Access knowledge preferred.

Certificates & Licenses

Current RN License

Current state issued driver's license

Other Requirements

Minimum of three years experience with a strong clinical knowledge base. Experience in a correctional facility setting required. Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. Ability to quickly establish a rapport and deal tactfully with others. Ability to adjust to varying or changing situations to meet emergency or changing program requirements. Ability to exercise sound judgment. Excellent organizational and time management skills. Experience in telemedicine/telehealth.
