The Manager, Hawaii Marine Operations manages Hawaii marine operations. Provides marine technical expertise and support to Hawaii-based operations (Kapolei refinery, Logistics, Business Optimization, Marketing). Responsible for all aspects of SPM maintenance and operations, oversight of marine terminal operations, and marine contractors in safe, environmentally sound and regulatory compliant manner.
Manages Hawaii SPM Terminal operations. Establishes objectives aligning with Marine's targets for safety, regulatory compliance, reliability and efficiency. Supervises activities towards accomplishment of established objectives. Ensures risks associated with SPM activities are appropriately managed. Ensures adoption of and adherence to maritime industry standards for operation of SPM terminal. Establishes and maintains SPM operational procedures.
Manages the SPM maintenance superintendent, reviews and approves repairs and capital expenditures to maintain the SPM and ensures that the maintenance program is followed, tracked and monitored. Ensures that communications between the mooring master pilots and the maintenance superintendent are open and discrepancies are followed up on and closed out within acceptable time frames to manage risk.
Manages Mooring Master/Pilots. Initiates selection, promotion and corrective actions when appropriate; accountable for fair and uniform application of human resources policies. Ensures personnel are resourced, trained and licensed to successfully perform SPM operations activities.
Reviews and coordinates vessel pre-arrival documentation. Reviews and recommends approval or rejection of all tankers and barges in advance of calling at Hawaii SPM, Tesoro terminals, Barber's Point Harbor and at Port of Honolulu when calling for Tesoro. Manages operational interface.
Manages Tesoro's contracts and relationships with tug and barge operators in Hawaii, recommends contractors for marine services.
Manages SPM operations budget. Exercises fiduciary stewardship to control expenditures
Coordinates with Kapolei Refinery personnel to plan mooring and cargo operations to optimize tanker operations at SPM Terminal for safe and efficient operations and to minimize demurrage. Supports operational interface on behalf of Tesoro as charterer with owner of Hawaii time-chartered barges performing bunkering operations and inter-island re-supply.
Provides marine technical support and advice to the Kapolei Refinery and Hawaii Terminals regarding marine safety, mooring requirements and marine transfers. Represents Tesoro in Hawaii marine industry forums.
Functions as key member of the Hawaii and Marine Crisis Management Team.
Maintains working relationships with U.S. Coast Guard and appropriate State of Hawaii agencies.
Supports Demurrage & Loss Control Specialists by performing local investigations and data retrieval in resolution of demurrage and loss control claims and issues.
Education and Experience
Minimum undergraduate degree from accredited maritime college required.
Minimum 10 years experience in tanker operations with minimum three year experience as Chief Mate and/or Master required.
U.S. Coast Guard Unlimited Masters License.
