The H&S Manager provides direction and support for health, and safety (H&S) programs within the partnership plants to ensure compliance with all applicable Federal, State, and local regulations. The H&S Manager is also responsible for the development and administration of risk management programs including safety, emergency planning and fire protection.
Follow safety procedures, observe safe working practices and maintain a safe work environment.
Ensure that plant activities are performed in compliance with applicable governmental rules and regulations, company policies and procedures and accepted industry standards.
Interpret federal, state and local regulations and advise plant management on requirements.
Responsible for the administration of plant H&S programs including but not limited to: , Injury and Illness Prevention Plan, Lock out Tag out, Confined Space, Hearing Protection, Respiratory Protection, Personnel Protective Equipment, Fire Protection, etc..
Initiate accident / incident investigation and provide written reports that include root cause analysis and recommended follow-up actions.
Develop, review, and/or revise plant procedures, programs and other documents to maintain adherence to all applicable government regulations and company policy.
Review regulatory and Company training requirements and provide recommendations for periodic and annual training schedule.
Deliver H&S training as required.
Plan, schedule, and track required individual professional medical certifications including hearing conservation, pulmonary function testing and respirator fit testing.
Work with plants to ensure material purchases are in compliance with applicable H&S regulations including management of MSDS files and communication.
Participate in H&S audits and assessments including self-assessments and corporate audits.
Review contractor Injury Illness Prevention Program (IIPP) and safety records for inclusion on approved contractor list. Assist with monitoring contractor work for adherence to plant safety standards including job risk analysis of contractor written procedures. Administer contractor orientation to plant safety rules, programs and processes.
Participate as a management representative for government agency visits.
Maintain a positive company image and constructive relationships with all internal and external customers.
Be willing to travel for training and/or company business. This includes travel by automobile, commercial airlines and other modes of transportation.
Perform additional duties supportive of H&S functions within the partnership plants or other locations as assigned.
Must possess a thorough knowledge of power plant equipment, systems and processes.
Must possess a thorough knowledge of power plant operation and maintenance practices and techniques.
Must possess a thorough knowledge of applicable government regulations and codes related to health and safety management principles for power plants and construction industry.
Must possess good planning and organizational skills.
Must be able to prioritize and organize multiple technical tasks in a short time and in a high intensity work environment.
Must possess the ability to work independently and take initiative with little direction as well as ability to interface with all levels of employees inside and outside the company.
Must possess excellent verbal and written communication skills required.
Must be proficient in Microsoft Office programs, Lotus Notes, and any other software systems as required.
Must possess a general knowledge of auditing, budgeting and planning techniques.
Must possess a valid driver’s license.
Duties require extensive manual dexterity in usage of computer terminal and keyboard while sitting for long periods of time in preparing reports, safety procedures, budgets, schedules, training modules, audit responses, and other reports as needed.
Plant equipment may require inspection by the H&S Manager by climbing vertical ladders in excess of 20 feet and stairways in excess of 50 feet, using step stool, kneeling, bending, walking over uneven surfaces such as loose rock, open grating, and up and down staircases.
The compartments where certain equipment may be located may exceed temperatures of 130F. Some equipment may be located on surfaces where the temperatures may be as high as 600F.
The H&S Manager is required to prepare and conduct training, including mentoring individuals one-on-one. While conducting training, the H&S Manager may be required to carry training materials weighing in excess of 25 pounds and to stand for extended periods of time.
The H&S Manager may be required to work extended periods of time outside normal business hours.
Variety of indoor and outdoor work is required.
Bachelor’s degree in engineering, safety, management or related field.
Ten year experience in occupational health and safety and/or supervision in a heavy industrial environment such as power plant, refinery or chemical plant.
