This position is responsible for the overall management and supervision of certain components of the County's Cash management program within the Department of Finance. Specifically, the supervision and administration of the working capital investment management program, the County's banking relationships and services, the development and maintenance of the County's cash budget and cash forecasting process, and the active management of the County's commercial paper program.

The successful candidate will have demonstrated experience managing a short-term working capital portfolio, understand the portfolio objectives, and make recommendations to ensure the proper balance between capital preservation, liquidity needs, and yield. The successful candidate will also have demonstrated experience with short-term debt markets, including how it interacts with long-term debt. The successful candidate will have demonstrated experience with banking rules and regulations, preparing an RFP, as well as the various banking and cash management services and products provided by commercial banks. The successful candidate will have experience preparing and monitoring an annual cash budget, monthly cash flow statements, monthly cash flow variance reports, and investment management and accounting reports. The successful candidate will have experience evaluating the performance of investment managers and commercial paper dealers, and be able to report the results of those findings to senior management.

This position manages the work of two professionals: investment manager and banking analyst.

EXAMPLES OF DUTIES:

Work with the Debt Manager and others to monitor spend-down of the County's commercial paper program and general obligation bond funded capital expenditures.

Attend Quarterly Investment Committee meetings and provide advice and recommendations relative to the active management of the working capital portfolio.

Manage banking relationships, consult with other county agencies regarding new payment options (including check and credit card), and overseeing new RFP for the County's primary bank.

Minimum Qualifications

Experience: Five (5) years of progressively responsible professional experience in managing a working capital investment portfolio to include managing a commercial paper program.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

1. Experience managing a short-term working capital portfolio of money market investments that aims to ensure capital preservation and maximize the return on investment, and is structured to ensure that it meets critical cash flow and financial obligations, as well as complies with the County's investment policy.

2. Experience managing cash flows for a large public or private organization; knowledge of banking rules and regulations; experience with banking contracts; and knowledge of current banking services and technologies.

3. Experience preparing and monitoring an annual cash budget, monthly cash flow statement, monthly cash flow variance reports and investment management and accounting reports.

4. Experience with and knowledge of short-term debt markets -- specifically commercial paper, the interaction between short-term (e.g., CP) and long-term (e.g., GO bonds) debt program, and rating agencies.

5. Experience managing employees and related human resource responsibilities, managing multiple projects and tasks and meeting tight deadlines, communicating effectively both orally and in writing, and experience working with senior management and elected officials.

Note: In the event there are 5 or less minimally qualified candidates, all will be placed on the Eligible List as Qualified and will be interviewed.
