The position is responsible for managing the College’s physical plant facilities in a manner consistent with the strategic departmental plan for each property. Responsibilities include preparing, implementing and adhering to departmental budgets, maintaining strong working relationships with tenants, administrative and academic staff and students. The Manager of Building Services supervises the day to day activities of the building staff and contract services.

DUTIES AND RESPONSIBILITIES: - Responsibility for and oversight of the day to day operations of facilities making sure services are effectively delivered and facility needs are met including janitorial, security, life-safety, building engineering and general maintenance
- Conducts formal site inspections
- Develops daily, weekly, monthly and special project work plans
- Reviews and distributes work orders for completion by maintenance staff
- Schedules all annual testing of life safety equipment as required by code/law
- Has knowledge of the building mechanical, electrical and plumbing systems
- Develops and maintains a schedule of preventative maintenance work
- Develops scope of work for and negotiates all facilities related contract services
- Provides ongoing evaluation to ensure contract personnel are providing service consistent with contract provisions and compliant with health and safety guidelines and insurance requirements
- Maintains regular contact with corporate contract service representatives to review quality, make adjustments as needed and schedule special projects
- Tracks contract expiration dates and ensures regular reviews and RFP’s for major services
- Assists in the preparation of annual budgets, monthly variance reports and operational analysis to assure well maintained buildings and facilities.
- Manages budgets
- Contributes to the development of property management programs to preserve the life and condition of buildings and equipment and assist in the development of multi-year capital plans for repair and replacement
- Initiates programs to control and reduce costs

GENERAL RESPONSIBILITIES: - Prepares monthly variance reports
- Oversees purchasing and inventory control for facilities supplies
- Codes and approves invoices in a timely manner
- Leads the facility maintenance employee(s) in the performance of all maintenance programs relating to the interior and exterior conditions, appearance and operation of the facilities
- Ensures that staff provides prompt responses to requests from building tenants and occupants
- Prepares and supervises workflow to ensure maximum productivity
- Complies with all OSHA health and safety requirements and training
- Supervises, hires, trains, motivates and disciplines staff
- Conducts all performance evaluations of facility staff
- Responsible for prompt and courteous response to requests from building tenants assuring that maintenance issues are solved in a timely and satisfactory manner
- Work with Director of Business Operations to understand lease language as it pertains to Landlord/Tenant responsibilities for maintenance and operations
- Develop method for regular communication and feedback from building tenants to promote a positive relationship
- Participates in the development, implementation and ongoing updates to campus security policies and procedures
- Assist Director of Business Operations in the daily management of security personnel
- Participate in Campus Emergency Response committee to develop and implement comprehensive emergency policies
- Participate in departmental “on call” response team, performing those duties as assigned by senior management representatives including but not limited to; media closing notifications and updates to My CC

EXPERIENCE: - Four year college/university degree required and at least two years of experience as a Facility Manager
- CFM certification preferred, additional technical training a plus
- In depth knowledge of mechanical and control systems including HVAC, electrical and plumbing
- Strong technical and analytical skills
- Demonstrated ability to supervise and motivate staff
- Knowledge of financial accounting controls and budget procedures
- Strong written and oral communication skills
- Experience with Microsoft Office and ability to learn new software

PHYSICAL EFFORT REQUIRED: While performing the duties of this job the employee may regularly be required to stand and walk for extended periods, climb ladders and stairs, and work outside in hot/cold, dry/wet weather conditions. The employee is frequently required to use hands to finger, handle or feel; reach with hands and arms; and talk, hear, and effectively communicate with others. The employee must be able to occasionally lift and/or move up to 75 pounds repeatedly without assistance. Specific vision abilities required by this job include the ability to see others and read and understand instructions/directions. The noise level in this position may include loud noise. Passing a medical physical exam to validate ability to perform above tasks is required prior to hire
