Position Title: Manager of State Government Affairs
Reports to: Senior Director, State Government Affairs
Department: Office of Public Policy (OPP), Field Based, Western United States
Position Status: Full Time, Exempt
Manages LLS's state government affairs agenda in the western half of the U.S., with an emphasis on removing access barriers to coordinated quality care for blood cancer patients.
Manages LLS State Government Affairs activities within a portfolio of Western States.
Works proactively with LLS Chapters in assigned states to advance their knowledge of state government priorities.
Serves as a leader within Office of Public Policy (OPP) regarding state government issues and considerations, including the implementation of State Exchanges, Essential Health Benefits, Dual-Eligible pilot programs, and Specialty Tiers.
Responsible for the development of market intelligence on state health reform implementation, including the role of key state legislative committees and executive branch agencies as well as CMS regional office staff, assessing risks to access to oncology therapies and medications. This position will monitor state legislative and regulatory hearings and recommend courses of action..
In coordination with Senior Director, State Government Affairs, develops and drives agendas with state legislatures and regulatory bodies that are coordinated with and complementary to LLS?s strategic advocacy and legislative policy objectives. Coordinates lobbying strategies and responsive actions with OPP Advocacy team, LLS Chapter advocates, and Government Affairs.
Educates legislators in leadership roles on relevant committees about specific access to care issues for cancer patients.
Creates and advances legislation that heightens awareness about issues in blood cancer to support open patient access policies and empower patient pursuit of appropriate treatment.
Accountable for state pull-thru of legislative and public policy programs developed by LLS.
Manages external professional expertise dedicated to LLS state government activities
In coordination with OPP Advocacy and Government Affairs, develops key alliances and represents LLS with other organizations, coalitions and industry to support LLS?s state government affairs objectives
Represents LLS?s state government affairs interactions with the pharmaceutical industry, the insurance industry, and other non-governmental agencies
Minimum of a Bachelors degree and experience in public or private sector state lobbying and advocacy.
Proven ability to access state government decision-makers
Strong knowledge and experience in state government affairs and public policy and policy-making processes, including policy analysis and lobbying.
Responsible for monitoring and analyzing policy trends and movements and proposed legislation and regulations that may positively or negatively affect blood cancer patients.
This position will require approximately 50-60% travel, with significant time to be spent in the priority State Capitols at the legislature (when in session) and with internal and external advocates, as well as significant time at the LLS Office of Public Policy in D.C.
Proven ability to conceptualize and articulate science-based policy goals
Excellent verbal and written communication skills
Ability to work independently, thrive under pressure, and perform multiple tasks
