Develop the strategic vision and leadership and management of Inter-Plan Programs for all programmatic policies/standards, programmatic performance initiatives, (including major programs such as, BlueCard and Member Touchpoint Measures), Licensee Desk Level Audits (LDLA) , financial audits, and Plan services. Leverage successful relationships with external partners, including Plans, NASCO, CHP, vendors, and others to strengthen all inter-Plan programs, anticipate issues/opportunities and proactively implement solutions. Directs teams responsible for the development of new solutions and enhancements to existing inter-Plan business models, including the assessment of Plan specific and System-wide impacts. Responsible for gaining BCBSA, Plan consensus and governance approval of proposed solutions. Directs and accountable for the successful implementation of inter-Plan solutions enhancements by BCBSA and Plans. Leads the financial management of all program management capabilities, projects and initiatives, ensuring project costs are estimated and managed.
Required Basic Qualifications
•Bachelor’s degree in business or healthcare or equivalent experience.
•Ten years of progressive health insurance experience in combination of both product/business development and operations.
•Five years prior experience managing staff and budget.
•Minimum of five years experience with the development and implementation of major initiatives in support of large account business.
Preferred Basic Qualifications
•Master’s degree in health care administration.
•Five years of progressive Blue Cross and Blue Shield experience.
•Strong coaching and mentoring skills
•Excellent communication skills, written and oral
•Experience understanding governance structures
•Experience and demonstrated ability to work with senior leadership including officers in politically challenging and at times confrontational situations in order to receive desired results and/or ensure messages are communicated as required.
•Effective organization, presentation and communications skills (oral and written).
•Demonstrated experience in the development and mentoring of staff.
•Works cooperatively and develops strong business relationships with internal BCBSA and Plan senior management to develop consensus on solutions to enhance inter-Plan business models in support of national account business.
•Extensive knowledge of Health Care industry and Health insurance systems and processes.
