12-208: Maritime Cargo Analyst
Delex is looking for civil maritime analysts to examine cargo data for a variety of mission areas. Analysts will be engaged in analyzing and prioritizing anomalies gleaned from technical models, building models utilizing “ground truth”, performing network analysis, and answering intelligence requests utilizing all-source fusion analysis.
Global TRADER ( Global Transportation Anomaly Detection Evaluation and Reporting, or GT) collects data from various sources, filters and formats the data based on user requirements, and stores the data in a format suitable for review, analysis, and reporting by users. GT includes an analytic toolset that gives government intelligence analysts the capability to access global cargo data, model and profile illicit supply chain behaviors, and perform other analytic functions with the data.
Performance under this Statement of Work (SOW) consists of analysis, evaluation, and dissemination of maritime cargo-related information; and support to entities involved in producing this information. Work on this task will include developing skills using GT Web Tool Set (GTWTS) applications, TradeNet, and additional sources to develop and interpret analytical models. Analysts will review results from the tools, evaluate information received from internal and external sources, complete studies on data integrity, and assist in answering Requests for Information (RFI) related to cargo analysis. Analysts will also provide system support, assisting with the proper extraction, loading, translation, error correction, and mapping of current and future cargo data sources.
Personnel qualifications are:
Ability to understand commercial cargo industry
Ability to conduct analysis for trends, anomalies, and tracking
Ability to author analytical assessments and reports
Knowledge of database management preferred
Knowledge of relational data models preferred
Knowledge of data mapping, DTL / ETL operations, SQL, and XML not necessary, but it is desired
A basic knowledge of the US Navy and the Intelligence Community is highly desired
5 - 15 years’ experience in the maritime intelligence or cargo analysis community with strong inter-personal skills
3 - 10 years of all-source analytical experience writing or supporting analytical products
