Department Overview

Market Strategy Design and Analysis (MSDA) Group

Energy Procurement (EP) manages PG&E's procurement of both electric power and natural gas. MSDA is a part of EP that monitors the markets, actively participates in design efforts, and to the extent possible supports other strategic efforts across the department.

Strategic Issues in Electric Supply Management:
Champion certain electric market issues across various EP teams, including working with EP partners in dispatch, settlements, renewable and portfolio management areas to develop future contract terms and conditions and resolve issues associated with contract implementation, i.e., how to operationalize existing contracts given constraints, time window, optionality, expected future market conditions, etc.

Market Monitoring:
MSDA monitors electric and greenhouse gas market performance to identify potential market design inefficiencies, market aberrations, and inappropriate market behavior.

Support Electric Market Design:
MSDA develops and advocates market design strategies, policies and rules to minimize costs and risks to PG&E customers in CAISO, FERC, CPUC and other wholesale market forums. Positions advocated reflect a consensus view of Energy Procurement and PG&E stakeholders, reflecting compelling advocacy positions that influence CPUC, CAISO and FERC energy and capacity market initiatives. PG&E’s positions support well-functioning and competitive markets that provide benefits to PG&E’s customers and/or protect the interests of PG&E’s customers and shareholders from excessive or unnecessary risks and costs. The group also works to ensure that CAISO market design initiatives have clear benefits for our customers relative to implementation and other costs.

Position Summary

The position will manage projects and initiatives that touch many groups in energy procurement to ensure positive outcomes and full engagement of key stakeholders.
Qualifications

Required:
  • Bachelor’s Degree in Business, Economics, Finance, Mathematics, Engineering, Computer Science or quantitative related discipline.
  • Minimum three years of relevant experience.
Desired:
  • Advanced degree desirable
  • Self-directed, team player, focused on delivering high quality results consistently and on a timely basis.
  • Good understanding of power system operations
  • Good understanding of work done by Energy Procurement department
  • Good understanding of project management
  • Good understand of commercial terms and conditions.
  • Capable of solving difficult problems by developing unique methods and approaches that typically require customizing or synthesizing standard tools, methods and approaches
  • Capable of outlining and organizing the contents of market reports and presentations logically
  • Understand CAISO market design framework, GHG market design, and commercial structure of renewable and other contracts.
  • Become an expert in the commercial terms and conditions of our power purchase agreements that affect dispatch and operations.
  • Develop methodologies to analyze market issues that are identified and formulated.
  • Guide Associate/Career analysts in performing their duties.
  • Presents findings and recommendations associated with projects to internal and external clients.
  • Keep current on activities in other parts of Energy Procurement.
Responsibilities
