The qualified candidate must be familiar with responding to public and private sector and federally issued expressions of interest, requests for qualifications, information, and proposals. Candidate must also have the analytical ability to assist with the strategy and development of business development presentations and marketing collateral. Additionally, the candidate must be able to direct staff and work with Project Managers to define requirements for project reports and deliverables.1. Manages and oversees all Group business operations and personnel of the Proposal Development, Document Quality, and Graphic Design Teams.2. Serves as lead proposal development manager for proposal efforts.3. Contributes to strategies for development and maintenance of systems and processes to streamline proposal/document preparation and facilitates collection and dissemination of up-to-date marketing information.4. Provides leadership in developing and implementing document standards.5. Responsible for document quality control.6. Carefully and astutely reviews requests for proposals.7. Responsible for organizing and coordinating staff to review opportunities and develop writing teams that will assist with the preparation of responses.8. Establishes and issues controls and processes to ensure compliant proposal responses and that project deliverables meet client expectations9. Prepares and manages a schedule and consultant staff committed to preparing and delivering responses on-time and within budget.10. Ensures that documents and presentations are edited and formatted according to
Company-wide standards.11. Enhances the readability, organization, and visual appearance of URS responses and project deliverables12. Manages the internal infrastructure and processes ensuring resumes, project experiences, and marketing materials are current.13. Communicates with external partners and subcontractors and secures their timely cooperation with proposal material, teaming agreements, etc.14. Responsible for preparing and conducting performance reviews.15. Responsible for staff development and mentoring all staff.15. Tracks and manages staff utilization.16. Financial oversight of Group projects/tasks performed.17. Reports on metrics and status of the Group to Senior Management.18. Performs other related duties and responsibilities as assigned.Specific Job Duties:1. Solicitation collection: Reviews daily solicitation reports such as FedSources, FedBizOps, and Input for opportunities to present service line consultants and utilizes the tender databases for research purposes to support business development efforts.2. Proposal submission management: Once service line consultant receives the notification, works with this person and their team in support of the Go/No Go solicitation decision process. With Go determined, then develops response timeline and resources required, assigns responsibilities, and tracks compliance to ensure a timely and quality submission.3. Solicitation development: Leverages writing, editing, graphics, and desktop publishing skills; and manages the assembly, formatting, and editing of each response.4. Solicitation library: In order to improve efficiency in the development process, enhances and updates various formats of resumes, bios, and project experiences - standard non-technical write-ups.5. Oversee document quality process to ensure that technical editing and proofing occurs and meets company and client standards.6. Scheduling of work flow (including proposals, project deliverables, and graphics) for the entire a Proposal Development, Document Quality, Graphic Design Operations Group.URS does not accept unsolicited resumes from third party agencies or recruiters.
