Pre-employment physical required. DUTIES:
This position is located within Materials Management Section of the VA Medical Center located in Chillicothe, Ohio. As a WG-6 Materials Handler, you will provide general warehouse support receiving assignments from the Warehouse Team Leader. Major duties of the position include, but are not limited to, the following:

  • Receives, issues, delivers, and warehouses all supplies and equipment;
  • Ensures accuracy of receipts of documents which support payment to the vendor;
  • Handles and/or oversees one or more product lines;
  • Coordinates incoming and outgoing shipments and placement of materials on the docking area;
  • Ensures safe receipt, storage and movement of hazardous and toxic materials and substances;
  • Handles receipts, off-loading, and movement of items to storage areas;
  • Assembles items for shipment, storing, stacking, and palletizing items without instructions;
  • Serves as a truck driver, utilizing a vehicle not less than 1 top truck with a gross vehicle weight of over 18,000 pounds;
  • Moves furniture in and throughout the medical center;
  • Picks-up and delivers medical supplies, general supplies, un-posted orders, equipment, forms and office supplies.
Work Schedule: Full-Time; Monday through Friday, 8:00am to 4:30pm.

QUALIFICATIONS REQUIRED:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c ). For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element. Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

You will be rated on the following screen-out element as part of the assessment questionnaire for this position:

The ability to do the work of a WG-6 Materials Handler without more than normal supervision. The ability to do the work of the position may be demonstrated through experience operating warehouse perimeter vehicles such as cargo trucks, stake trucks and jumbo tugs; safely receiving, storing, and moving hazardous and toxic materials and substances such as certain types of chemicals or radioactive materials in accordance with regulatory requirements; coordinating incoming and outgoing shipments; and performing storage and space handling ensuring maximum space utilization.

Those applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligible candidates are then rated against the remainder of the questions.

SELECTIVE PLACEMENT FACTOR

In addition to the meeting the screen-out element described above, this position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: "I possess a current valid state driver’s license.”

You will be rated on the following Job Elements as part of the assessment questionnaire for this position:

  • Ability to consolidate materials and provide maximum space utilization and protection of materials.
  • Ability to operate personal computer and other office equipment.
  • Ability to communicate orally and in writing.
Physical requirements and working conditions:
The materials handler is required to stand on hard surfaces for extended periods of time, and to bend, stoop, and work in tiring and sometimes uncomfortable positions. Moderate physical effort is required in the frequent handling of object weighting up to 40 pounds with heavier items moved with weight handling equipment or with assistance from the workers.

Work is performed in areas that may be hot, damp, cold, draft, or poorly lighted. The materials handler is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized work areas. When working in hazardous materials areas, exposure to radiation, toxins, explosive hazards, or chemical fumes is possible. Work may require wearing protective clothing such as hardhats, steel toed shoes, rubber gloves, masks, and rubber aprons.

Applicants will be ranked based on three quality groups, as follows:

Best Qualified - applicants possessing knowledge, skills and abilities that substantially exceed the minimum qualifications of the position and who are highly proficient in all requirements of the job and can perform effectively in the position;

Well Qualified - applicants possessing knowledge, skills and abilities that exceed the minimum qualification of the position and who are proficient in most of the requirements of the job;

Qualified - applicants possessing knowledge, skills and abilities that meet the minimum qualifications of the position.
