Medicaid Managed Care Transition Consultant
Salary Grade 25
$70,931

The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking a Medicaid Managed Care Transition Consultant with Medical Health Plan and/or Behavioral Health Organization experience to support the development and implementation of a Medicaid Managed Care model and Health Homes for children with behavioral health concerns, those in foster care, and potentially those who also have chronic medical conditions.

The current full-time opportunity encompasses design phase, procurement, and post-implementation activities. The position will also work in conjunction with various OMH Project Managers and will serve as a key part of the overall success of the implementation of Medicaid Redesign.

DUTIES

Responsibilities:
  • Work with OMH/OASAS/DOH/OCFS leadership to develop and execute an integrated Medicaid Managed Care service model as well as Health Homes for children;
  • Work with Mercer consultants on service model to include:
  • research on Medicaid initiatives that will leverage existing state resources to improve processes and systems
  • ensuring sustainable and integrated statewide and community-based design
  • actuarial aspects
  • infrastructure development, including policies, contracts, and quality assurance
  • Interact with internal and external organizations (i.e. vendors, other NY State government agencies, and various stakeholders);
  • Apply excellent written and oral communication skills, give presentations to executive management team as needed;
  • Translate highly complex concepts in ways that can be understood by a variety of audiences;
  • Perform basic financial and quantitative analyses on managed care models as needed;
  • In cooperation with other OMH project managers and administrators, plan, organize, coordinate, and monitor large-scale, multi-functional project activities;
  • Be able to translate essential core values into contract language which will form the foundation of contractual agreements between OMH/DOH and managed care organizations; and
  • Assist in creation of continuous quality improvement processes, performance expectations, and accountability metrics that can be applied to MCO's.
QUALIFICATIONS

Preferred Knowledge/Skills:
  • Excellent oral and written communication skills
  • Highly organized and able to work within deadline constraints
  • Excel/ Word/ Power Point proficiency
  • Understanding of managed care and insurance concepts
  • Understanding of healthcare payment methodologies
  • Knowledge of health care reform
  • Knowledge of state agencies
