MAJOR OBJECTIVES OF POSITION: This position serves as a resource in the development and implementation of a variety of training courses, methods and materials for Medical Assistance Programs. Position researches and investigates Medical Assistance Programs’ eligibility policy, system and procedural operations through available federal and state rules, regulations, and relevant resources to create, draft, develop, revise, maintain and conduct training. In collaboration with other training staff, position assists in duties required for keeping the Medical Assistance Programs’ policy and Colorado Benefits Mangement System (CBMS) training updated and current.

Minimum Qualifications, Substitutions and Conditions of Employment:

MINIMUM QUALIFICATIONS: Position requires a Bachelor’s degree in health policy and administration, public policy, business administration or related field AND two (2) years professional experience working directly with Medicaid and/or public assistance programs in the aspects of training and eligibility. Position must have working knowledge of Colorado Benefits Management System (CBMS) and Medicaid eligibility categories and Child Health Plan Plus (CHP+).
SUBSTITUTIONS: A combination of work experience in health policy and administration, public policy, business administration or related field which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor’s degree.
A master’s or doctorate degree from an accredited college or university in health policy and administration, public policy, business administration or related field will be substituted for the bachelor’s degree and at the agency’s discretion, one or two years of general experience respectively.

Knowledge of Medical Assistance Program Eligibility PREFERRED QUALIFICATIONS:

Independent decision making for programs/projects that are above and beyond the decision made during daily application processing and eligibility determinations.
Previous experience delivering training sessions and facilitating groups CONDITIONS OF EMPLOYMENT:

Must submit to and successfully complete a pre-employment criminal background check as a condition of hire.
Must possess and maintain valid Colorado driver’s license.
Must be trained in policy compliance prior to having access to protected health information (PHI). Training must be completed within 60 days of hire. All employees must abide by the privacy policies and procedures or be subject to dismissal.
Some statewide travel required
