Normal hours of operation are Monday through Friday, 0730 - 1630. The total hours of routine clinic service are the equivalent of a 9-hour shift with 60 minutes for lunch period.
Reviews Unit Manning Document (UMD) and reconci les monthly with Unit Personnel Management Roster (UPMR) to ensure alignment of me mbers in the correct positions. Maintains recon sheet so Medical Treatment Facility (MTF ) management can accurately see manpower allocations within the MTF. Coordinates with Air Force Medical Operations Agency (AFMOA) and Base Manpower to ensure po sitions are accurately aligned. Completes Authorization Change Requests (ACRs) and track s submission status from cradle to grave. Briefs MTF leadership on gains/losses for upcoming m anning changes. Reviews Medical Planning and Programming Gui dance (MPPG) and makes manpower recommendations based on established guidance to ensure compliance with AF directives. Prepares manpower assistance documents (RAPIDS) to present to AFMOA. Tracks Memorandums of Understanding (MOU), Memorandum of Agreement (MOA) and Training Affiliation Agreements (TAA) ensuring proper coordination in accordance with Air Force Instructions (AFI), Medical Wing Instructions (MWI) and local procedures. Briefs status to MTF management and provides sections with correct routing. Assists with Civilian Personnel Liaison program. Prepares Request for Personnel Actions (RPA) documents to forward to Air Force Personnel Center (AFPC) and Civilian Personnel Office (CPO). Tracks and ensures all Civilian Appraisals are completed and submitted on time. Briefs members and leadership on annual changes to Civilian Personnel program. Assists with Data Quality (DQ) management. Tracks open encounters and reports to leadership the overall status for the Medical Group. Assists with Defense Medical Human Resources System internet ( DMHRSi ) functions. Reconciles CHCS reports to assist with preparation of monthly EAS IV submission. Prepares presentations, project papers, staff and biometric reports and other medical administrative correspondence; delivers to senior MTF management. Assists with the development of financial plans and budgets to execute health care activities and initiatives. Analyzes utilization of funds in collaboration with MTF management. Supports Cost Center Manager program by providing feedback to different sections and prepares supportive documents as needed. Establishes, updates, and maintains electronic and paper office records of various types that may be needed or will assist in the efficient operation of the office. Maintains, purges and disposes of office records/files in accordance with regulations and on time.
Required Knowledge and Skills
Professional knowledge of Air Force Medical Services, military management health care principles and techniques and Air Force clinical and financial systems, policies, procedures and standards. Knowledge of DoD, Air Force, Accreditation Association of Ambulatory Health Care (AAAHC), Health Services Inspection (HSI), and Joint Commission (JC) standards and privacy and confidentiality requirements (HIPAA). Knowledge of medical information systems and automated analytical tools and software (clinical and financial models). Expertise in qualitative and quantitative analyses techniques using various military computer systems. Knowledge of Microsoft Office programs, Outlook (e-mail), and Internet familiarity is required. This includes various microcomputer equipment, and be able to input, retrieve and format documentation. Must have excellent communication and customer service skills and the ability to compose correspondence from draft to final version, both electronic and hard copy. Must also have the ability to prepare various briefs and present to senior leadership. Fully capable of collecting, compiling, editing, analyzing, and presenting data. Required Education and Experience
Education. A bachelor’s degree in health care administration, business, computer information systems, or a related discipline is required. Experience. At least 12 months experience in the last 36 months in an Air Force Medical Treatment Facility with emphasis placed in the medical/financial office environment. Must have experience directly relating to the Air Force Medical Service Flight path. Previous work experience with Defense Civilian Personnel Data System (DCPDS), Manpower Access Report System (MARS), and the e2569 Third Party Collections-Other Health Insurance (OHI) database is required.
